Requires power purchase agreements to permit qualifying facilities to provide energy or energy and capacity to third parties during periods of emergency. Requires qualifying facility to prioritize provision of energy to energy-dependent critical or essential public service providers during period of emergency if qualifying facility provides energy to third parties during period of emergency. Defines "period of emergency."
Authorizes any combination of cities, counties and ports to designate enterprise zones together. Declares emergency, effective on passage.

Requires State Department of Energy, under renewable energy production system grant program, to waive requirement that construction begin within 12 months of grant award if construction was delayed because of supply chain or workforce disruptions or shortages related to COVID-19 pandemic and construction began between March 1, 2020, and March 31, 2022.

Continuously appropriates money from fund to Housing and Community Services Department for grants for repair or replacement of agriculture workforce housing. ] Requires Housing and Community Services Department to provide grants for urban community housing supporting agricultural employees. Requires district school board or higher education governing board that adopts policy limiting possession of firearms by concealed handgun licensees on school grounds to install metal detectors at entrances to buildings subject to policy.
