Relating to drugs; prescribing an effective date.

Repeals those provisions of Drug Addiction Treatment and Recovery Act of 2020 (Ballot Measure 110 (2020)) that pertain to decriminalization of possession of drugs. Takes effect on 91st day following adjournment sine die.

Relating to school district noncompliance with state policy related to education.

Provides that rules adopted by State Board of Education in relation to school district boards and school districts are advisory only. Prohibits State Board of Education, Department of Education and Superintendent of Public Instruction from taking any adverse action against school district board or school district for failure to comply with rule adopted by State Board of Education or any other policy or standard adopted by Department of Education. Removes authority of Superintendent of Public Instruction to withhold portions of State School Fund moneys for school district found to be nonstandard.

Relating to school resource officers.

Requires Department of Education to transfer funds to school districts necessary to pay for school resource officers. Requires district school boards to include in budget of school district line item for school resource officers.

Relating to parental rights; prescribing an effective date.

Directs district school boards to adopt procedures for notifying parents of specified information. Prohibits classroom instruction on sexual orientation and gender identity, absent parental consent, before fourth grade. Requires parental consent before administering specified questionnaire or health screening form. Directs State Board of Education to adopt procedure for parents to report concerns regarding school district's implementation of requirements. Requires health care providers to notify parents of minors when minors consent to specified medical treatments without parental consent. Directs health care provider who declines to disclose information to minor's parents due to provider's concerns regarding abuse of minor to immediately report suspected child abuse. Modifies definition of "personal representative" for purposes of access to minor's protected health information to include minor's parent or legal guardian. Takes effect on 91st day following adjournment sine die.

Relating to school superintendent employment; declaring an emergency.

Allows district school board to enter into agreement with superintendent for payment in lieu of 12 months' notice required when superintendent's employment is terminated without cause. Prohibits district school boards from taking certain actions involving superintendents of education service districts in relation to compliance with local, state or federal law. Declares emergency, effective July 1, 2023.

Relating to a tax credit for energy produced using western juniper biomass; prescribing an effective date.

Creates income or corporate excise tax credit for electric utility that purchases electricity produced using a fuel source that is at least 50 percent qualifying western juniper biomass. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
