Relating to funding services for pregnant persons other than types of abortions on which federal moneys may not be spent; providing that this Act shall be referred to the people for their approval or rejection.

Requires Oregon Health Authority to establish grant program for purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes Pregnancy Assistance Fund and continuously appropriates moneys in fund to authority for purpose of making grants. Specifies minimum biennial amount to be deposited in fund. Specifies that authority may reimburse abortions as part of state's medical assistance program only if abortion is necessary to avoid impairment of pregnant person's major bodily functions or if pregnancy is result of rape or incest. Refers Act to people for their approval or rejection at next regular general election.

Relating to school safety; declaring an emergency.

Directs Department of Education to conduct study to identify costs and possible funding sources to improve school safety. Directs department to submit report to interim committee of Legislative Assembly no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Relating to physical education requirements; declaring an emergency.

Eliminates requirement that school districts and public charter schools provide specified number of minutes of physical education during each school week. Makes recommendations for number of minutes of physical education that school districts and public charter schools provide during each school week. Declares emergency, effective July 1, 2023.

Relating to the effects of wolves on livestock.

Provides that compensation for loss or injury to livestock or working dogs under wolf depredation compensation and financial assistance grant program must be based on multiplier of not more than seven times fair market value of livestock or working dogs and recommendation of county advisory committee.

Establishes Superintendent of Public Instruction as nonpartisan statewide elected office. Directs Superintendent of Public Instruction to convene Oregon Parents Advisory Group to advise superintendent on operations of public elementary and secondary schools.

Relating to personal income taxation; prescribing an effective date.

Modifies personal income tax brackets. Decreases rates applicable and resulting tax imposed. Provides for adjustment of all brackets for inflation. Increases Oregon standard deduction. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Proposing amendment to Oregon Constitution relating to vaccine mandates.

Proposes amendment to Oregon Constitution to prohibit Governor or executive branch from requiring medical procedure or vaccine or type of vaccine to be administered to any individual or class of individuals, unless Legislative Assembly has enacted law that expressly identifies medical procedure, vaccine or type of vaccine and individuals or classes of individuals for which medical procedure or vaccine administration is required. Refers proposed amendment to voters for their approval or rejection at next regular general election.
