Rep. Jason Kropf

Requires the Housing and Community Services Department to develop a senior housing development initiative. Transfers moneys from the Senior Property Tax Deferral Revolving Account to be used for the initiative. Requires the Department of Revenue to annually review the account, beginning in 2027, for estimated excess funds to transfer to the [ Elderly and Disabled Housing Fund ] General Housing Account for the initiative. Sunsets July 1, 2031. Provides that projects funded by the Elderly and Disabled Housing Fund remain eligible for affordable housing tax credits.

Reorganizes most of the individual grant programs administered by the Oregon Criminal Justice Commission into the Oregon Public Safety Coordination Grant Program and the Oregon Law Enforcement Grant Program. Provides that certain local government applicants are subject to grant procedures specified for each reorganized set of programs. Establishes program accounts for those individual grant programs currently without an account. Makes consistent the types of rules adopted for most individual grant programs. Makes permanent the Justice Reinvestment Program and reentry court provisions. Modifies the distribution of program funds and consolidates provisions related to supplemental grants and other related program provisions into one section. Modifies the manner in which Oregon Behavioral Health Deflection Program funds are distributed. Eliminates the Improving People's Access to Community-based Treatment, Supports and Services Grant Review Committee. Directs the commission to administer the Improving People's Access to Community-based Treatment, Supports and Services Program. Modifies the eligible recipients of the Organized Retail Theft Grant Program. Modifies the membership of the commission. Repeals sentencing increases from House Bill 3194 (2013) set to become operative on July 1, 2033. Declares an emergency, effective on passage.

Authorizes the Water Resources Commission to approve a Deschutes River water bank pilot program. Establishes certain requirements for the pilot program. Increases Water Resources Department expenditure limitation authority to fund the pilot program. Sunsets the pilot program on January 2, 2034.

] Requires the Legislative Policy and Research Director to conduct a study on statewide attendance initiatives. Directs the Department of Education to convene an advisory committee to review the study and to recommend for adoption by the State Board of Education a policy regarding the improvement of school attendance. [ Requires the department to make available to the public data provided to the department by school districts and public charter schools related to students who are regular attenders and students who are chronically absent. ] [ Directs the department to develop best practices related to student absences and to develop a common coding system for school districts to record and report student absences. ] [ Modifies requirements and allowed uses of grants awarded to school districts to implement a parent notification and early warning system. ] Declares an emergency, effective on passage.

Directs the Alcohol and Drug Policy Commission to develop and implement plans, including a statewide primary prevention strategy, that address the entire youth continuum of care and are designed to prevent the onset of substance use. Requires the commission to report to the Legislative Assembly on the commission's findings and recommendations no later than September 15, 2026. Directs the commission, in collaboration with the Oregon Health and Science University, to provide education and technical assistance to providers of youth substance use disorder treatment and early intervention.

Directs the Public Utility Commission to consider the cumulative economic impact of an electric or natural gas company's proposed residential rate or schedule of rates. Requires an electric or natural gas company to file an analysis of the cumulative economic impact on the company's residential rate payers if the company's return on equity is subject to review and modification. Authorizes the commission to adjust rates to mitigate an increase in residential customer rates if the increase would affect the ability of customers to maintain adequate utility services. Prohibits any increase in residential rates from taking effect from November 1 to March 31. Directs the commission to require an electric or natural gas company to establish a multiyear rate plan for certain rate revisions. Prohibits, until January 2, 2027, or the date the commission adopts rules regarding multiyear rate plans, certain rate increases from taking effect within 18 months from the date of the last rate increase. Authorizes a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses incurred or to be incurred by the public utility associated with certain capital investments, retiring a generation asset, environmental remediation or an event in which the availability of electricity or natural gas within a regional energy market is significantly constrained. Requires an electric or natural gas company to provide and make public a visual representation of cost categories included in the company's residential customer rates and a report on any rate adjustments the company expects within the next 12 months. Declares an emergency, effective on passage.

Establishes the Residential Behavioral Health Capacity Program within the Oregon Health Authority to fund behavioral health programs that are determined by the authority to increase residential behavioral health capacity throughout this state. Sunsets on January 2, 2027. Declares an emergency, effective July 1, 2025.

Makes permanent the plan of assistance for low-income customers for telecommunication services. Renames the plan of assistance the Oregon Lifeline plan. Adds to the assistance provided to low-income customers a one-time personal computing device benefit for the purchase of an Internet-enabled computer and ancillary devices. Repeals the requirement but still permits the Public Utility Commission to use part of the surcharge assessed on retail telecommunications subscribers for marketing and outreach activities to increase participation in the plan of assistance. Repeals the Oregon Telephone Assistance Program Advisory Committee. Directs the commission to adopt rules to carry out the provisions of the Act not later than December 1, 2026. Declares an emergency, effective on passage.

Authorizes the State Forestry Department to take certain actions related to motor vehicles and other equipment used by the department. Instructs and authorizes the department to take certain actions related to rangeland protection associations. Establishes the Rangeland Protection Association Fund. Appropriates moneys to the fund and establishes an expenditure limitation for the fund. Makes certain changes related to the authority of the State Forester to assist rangeland protection associations. Authorizes the State Forester and forest protection associations to acquire or dispose of goods, services or equipment for the prevention, mitigation or suppression of fire on forestland. Declares an emergency, effective on passage.

Changes the name of the Family Sentencing Alternative Pilot Program to the Family Sentencing Alternative Program. Makes the program permanent. Modifies eligibility requirements for the program to include all sentences for which a defendant is eligible for a downward dispositional departure. Declares an emergency, effective on passage.
