Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Officer. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys from General Fund to Oregon Department of Administrative Services for purposes of deposit in Universal Representation Fund. Appropriates moneys from General Fund to Judicial Department for purposes of transfer to Oregon State Bar. Declares emergency, effective on passage.

Directs Oregon Business Development Department to develop and implement Economic Equity Investment Program to award grants to organizations that provide culturally responsive services to support economic stability, self-sufficiency, wealth building and economic equity among disadvantaged individuals, families, businesses and communities in Oregon. Extends definition of "education employer" for purposes of statutory public service loan forgiveness program responsibilities to include community colleges and public universities. Alters method of calculating who is considered full-time faculty member at community college or public university for purpose of program to include any faculty member who engages in 30 or more full-time equivalent work hours per week, with each hour of lecture time or classroom time constituting 4.35 full-time equivalent work hours. Authorizes community college or public university to alter multiplier used to calculate full-time faculty member through collective bargaining. Makes changes to statutory public service loan forgiveness program responsibilities retroactive to date faculty member began employment at community college or public university September 25, 2021 ]. Alters eligibility requirements for subcommittees established by Transfer Council. Extends date by which Higher Education Coordinating Commission must submit report to Legislative Assembly relating to additional legislation or funding required to develop electronic system for dissemination of information regarding foundational curricula and unified statewide transfer agreements from December 15, 2021, to December 15, 2022. Declares emergency, effective on passage.
Directs Oregon Film and Video Office to establish Creative Opportunity Program to promote film, television, interactive, animation and media industries in Oregon. Dedicates two percent of moneys in Oregon Production Investment Fund to making payments to media industry entities for creation and funding of projects under program. Requires insurer and health care service contractor to cover labor and delivery services provided at out-of-network health care facility , and medical transport of individual presenting with signs of labor from in-network facility to out-of-network facility, if services provided at out-of-network facility due solely to diversion of patient from in-network health care facility for reasons related to state or federal declaration of public health emergency. Prescribes rate of reimbursement and prohibits deductible, out-of-pocket maximum, copayment or coinsurance requirement in excess of such requirements applicable to in-network providers. Exempts Public Employees' Benefit Board and Oregon Educators Benefit Board. Requires health benefit plan coverage of emergency medical services transport of pregnant woman presenting with signs of labor between medical facilities. ] Declares emergency, effective on passage.
Updates statutory references to individual who is not citizen or national of United States to replace "alien" with "noncitizen." Directs state agencies to use "noncitizen" in rules and regulations to reference individual who is not citizen or national of United States and to update rules and regulations that use "alien" to use "noncitizen." Authorizes agencies to amend rule without prior notice or hearing for purpose of changing term or phrase in order to conform with change made by law. Makes nonsubstantive changes.
Allows State Department of Agriculture to, based on supply of and demand for industrial hemp, refuse to issue industrial hemp grower license for amount of time department determines necessary. Requires department to study effects of refusal to issue grower license and to submit report to committee of Legislative Assembly related to agriculture not later than March 30, 2024. Sunsets March 31, 2024. ] Allows governing body of county that declares state of emergency related to cannabis to request that State Department of Agriculture deny issuance of industrial hemp grower licenses in area subject to jurisdiction of county. Sunsets June 30, 2023. Renames Task Force on Cannabis-Derived Intoxicants as Task Force on Cannabis-Derived Intoxicants and Illegal Cannabis Production. Increases membership of task force, and expands task force's scope of work. Declares emergency, effective on passage.
Expands crime of assault in the third degree to include causing physical injury to person working in hospital while worker is performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Declares emergency, effective on passage.
