Requires department to coordinate information and data exchanges between certain entities. Requires entities to use best practices to maintain confidentiality and security of information and data as required by law. Establishes Public Law School Tuition Forgiveness program. Requires Higher Education Coordinating Commission to forgive law school student loans of individuals who graduated from public law school in this state and subsequently worked for at least five years as public defense attorney, deputy district attorney or city prosecutor. First applies to students who graduate from public law school in Oregon on or after effective date of Act. Establishes Public Law School Tuition Forgiveness Fund to fund program.
Authorizes city or county to establish schedule in which , for 10 years, percentage of property tax exemption granted to affordable multiunit rental housing increases directly with percentage of units rented to households with annual income at or below 120 percent of area median income. Takes effect on 91st day following adjournment sine die.

Prohibits hotelkeeper or innkeeper from requiring qualified victim services program that facilitates reservation or rental of guest room in hotel or inn to disclose personal information of victim of domestic violence, sexual assault or stalking.
Authorizes county governing bodies to establish county courthouse colocated drug and alcohol abuse treatment services and treatment navigation services in county courthouses and to apply to Oregon Health Authority for grant funds to recoup costs of establishing courthouse colocated treatment and treatment navigation services. Directs Oregon Health Authority to establish criteria for courthouse colocated treatment and treatment navigation services and to award grants to counties that operate colocated treatment and treatment navigation services that meet criteria. Dedicates moneys from Oregon Marijuana Account to fund grants. Takes effect on 91st day following adjournment sine die.
Creates tax credit for contributions to publisher of local journalistic publication. ] Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. ] Directs Oregon Department of Administrative Services to issue one-time ] grants for purposes related to supporting Oregonians' local news and information needs ] to specified recipients . Directs recipients to convene work group to carry out specified duties related to local journalism. Sunsets January 2, 2026.
Requires Legislative Revenue Officer to study methods by which state may award matching grants to local governments that create new revenue streams for affordable and workforce housing projects. Directs officer to submit report of findings to interim committees of Legislative Assembly related to revenue not later than September 15, 2024.
