Directs Office of Emergency Management to establish and administer voluntary Oregon outdoor recreation search and rescue card program. ] Establishes Oregon Search and Rescue Fund. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. ] Directs office to establish county search and rescue grant program to distribute moneys to counties for equipment, training and educational outreach. ] Permits Office of Emergency Management to enter into agreement with nonprofit organization representing sheriffs under which organization is authorized to administer program to produce and sell outdoor recreation search and rescue cards. Establishes requirements for agreement. Provides that organization may use revenues from program only to reimburse administrative costs and expenses, to reimburse county sheriffs' offices for certain costs relating to search and rescue and to issue grants for search and rescue purposes. Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Permits Department of Justice to use moneys from Criminal Injuries Compensation Account to pay for medical services provided by children's advocacy center in cases of suspected child sexual abuse or child physical abuse. Directs University of Oregon to conduct Oregon child abuse prevalence study and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study. Appropriates moneys from General Fund to Department of Education for purposes of developing curricula and providing educator training for instructional requirements that relate to child sexual abuse prevention, human sexuality education, teen dating violence and domestic violence, and similar instructional requirements that relate to child safety. Limits cost-sharing for health benefit plan coverage of insulin prescribed for treatment of diabetes.
Requires insurer to mail or deliver notice of cancellation of automobile insurance policy at least 30 days before effective date of cancellation. ] Provides that insurer's cancellation of automobile insurance policy is not effective unless insurer mails or delivers notice of cancellation to named insured at least 30 days before effective date of cancellation, if policy or coverage has been in effect for 60 days or more, or at least 10 days before effective date of cancellation if cancellation is for nonpayment of premium or if policy or coverage has been in effect for less than 60 days. Requires insurer to include statement of reasons for cancellation under specified circumstances. Applies to vehicle liability policies issued on or after effective date of Act.
Requires each public post-secondary institution of education to develop and use assessment system to determine student eligibility to enroll in lower-division collegiate coursework in English or mathematics. Sets forth requirements of assessment system. ] Prohibits public institution of higher education from requiring student to enroll in course designed to prepare student for enrollment in lower-division collegiate coursework in writing or math unless student was evaluated for placement through specified assessment systems. Requires each institution to report to Higher Education Coordinating Commission list of what measurements will be used in assessment system no later than December 31, 2020. Declares emergency, effective on passage.
Modifies procedure for expunction of certain juvenile records. Directs juvenile department to initiate statutory expunction process for juvenile records relating to contact that did not result in referral to juvenile court. Directs juvenile department to apply for expunction of juvenile records if juvenile had contact with juvenile department but was never found to be under jurisdiction of juvenile court. Changes punishment for releasing all or part of expunged record from misdemeanor to violation punishable by maximum of $2,000 fine. Modifies process for access to counsel for persons seeking to file application for expunction of juvenile records. Directs Oregon Youth Authority, in collaboration with county juvenile departments and Judicial Department, to submit report and recommendations for legislation regarding juvenile expunction process to interim committees of Legislative Assembly relating to juveniles. Appropriates moneys from General Fund to Oregon Youth Authority to distribute to juvenile departments for certain expunction activities. ] Takes effect on 91st day following adjournment sine die.
Provides, for purposes of ad valorem property taxation, frozen assessed value for homestead of individual at least 68 years old, or person with disability, if homestead and individual would be eligible for homestead property tax deferral program but for fact that homestead is pledged as security for reverse mortgage. Provides that frozen assessed value equals assessed value of homestead for property tax year immediately preceding first property tax year to which valid claim relates. Provides for unfreezing of assessed value if new property or new improvements are added to tax account of homestead. ] Provides that, after occurrence of certain circumstances, assessed value shall be what it would have been if homestead had never been granted frozen assessed value ] homestead shall be assessed and taxed as other property similarly situated is assessed and taxed . Sunsets program after six years. Grandfathers homesteads granted frozen assessed value before sunset. Takes effect on 91st day following adjournment sine die.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.
