Requires each community college colleges ] and each college and university universities ] operating in this state that offers baccalaureate degree programs and receives receive ] state financial aid to adopt written policy on hazing, provide on-campus policy training on hazing and annually report to Higher Education Coordinating Commission ] Legislative Assembly number of hazing incidents reported and investigated by community college , college or university during previous academic year. Requires commission to annually report to Legislative Assembly number of hazing incidents reported and investigated by community colleges and universities during previous academic year. ].

Directs Department of Education to conduct study to determine adequacy of public education in state. ] Directs department to submit report to interim committee of Legislative Assembly related to education no later than September 15, 2020. ] Sunsets December 31, 2020. ] Declares emergency, effective on passage. ] Directs Department of Education to create Oregon Education Support Professional of the Year Program.

Imposes certain requirements related to private security providers who contract with or are employed by institutions of higher education to provide private security services on campus and special campus security officers commissioned by governing boards of public universities. Provides that private security professionals who provide private security services on campus and special campus security officers commissioned by governing board of public university do not have stop and frisk authority. Exempts retired member of Public Employees Retirement System from limitations on reemployment if member is reemployed by public university as special campus security officer or security officer for community college . Declares emergency, effective on passage.

Requires school districts to provide instruction about Holocaust and genocide beginning with 2020-2021 school year . Directs Department of Education to provide technical assistance to school districts for instruction. Requires State Board of Education to develop academic content standards for Holocaust and genocide studies. Requires school districts to provide instruction based on standards beginning with 2025-2026 school year. Takes effect July 1, 2020. ].

Provides private right of action to recover for expenses in relation to veterinary care for abused domestic animal.

Directs Oregon Health Authority to collaborate with certain schools and facilities when developing plan for communication following suspected suicide. Directs schools attended by individual at time of individual's death to report to authority regarding activities implemented following suicide.

Requires school district to adopt policy requiring comprehensive district plan on student suicide prevention. Prescribes requirements of policy ] plan . Directs school district to adopt policy by beginning of 2020-2021 school year. Declares emergency, effective on passage.

Provides seven days of excused absences from school if pupil is dependent of member of Armed Forces of United States who is on active duty or who is called into active duty. Declares emergency, effective July 1, 2019.

Extends eligibility for Rent Guarantee Program to individuals between 17 and 20 ] 16 and 26 years of age who were wards within past six ] 10 years. Prohibits Housing and Community Services Department or providers from charging low-income participants for tenant education courses. ].

Provides that person subject to certain court protective orders is prohibited from possessing firearms if person had opportunity to be heard on order and did not request hearing , failed to appear at hearing or withdrew request before hearing occurred. Punishes violation of prohibition by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires court to order relinquishment of firearms and ammunition when person is convicted of certain domestic violence offenses or subject to certain court orders. Requires person to transfer firearms and ammunition within 24 hours of court order. Requires court to notify district attorney and Department of State Police if person does not file affidavit or declaration concerning possession of firearms. ] Requires person to file declaration concerning disposition of firearms and ammunition within two judicial days of order. Authorizes contempt proceedings against person who does not file declaration. Requires law enforcement agency that takes custody of firearms pursuant to relinquishment order to notify Department of Justice and perform criminal background check prior to law enforcement agency's return of firearms. Declares emergency, effective on passage.
