Proposes amendment to Oregon Constitution to require Legislative Assembly, in each odd-numbered year regular session, to appropriate moneys to fund public education before passing any other budget measure. Directs Youth Development Division to administer pilot program to coordinate delivery of youth development services through Youth Development Hubs. Requires division to submit reports on pilot program to interim committee of Legislative Assembly related to education. Sunsets pilot program on December 31, 2025.
Directs Office of Outdoor Recreation to study and make recommendations on development of Oregon Outdoors Pass. Requires office to submit report to Legislative Assembly by September 15, 2019. ] Establishes voluntary Oregon outdoor recreation search and rescue card program within Office of Emergency Management. Establishes Oregon Search and Rescue Fund to fund program. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. Directs office to adopt program for providing grants by rule, in consultation with State Fish and Wildlife Commission, State Parks and Recreation Department and other affected agencies. Declares emergency, effective on passage.
Appropriates to Department of Education for State School Fund amount determined by Quality Education Commission to be sufficient to ensure that state's system of kindergarten through grade 12 public education meets quality goals. Declares emergency, effective July 1, 2019.
Establishes advisory committee on manufactured housing within Housing and Community Development Department. Suggests membership for committee. Specifies that committee shall advise department concerning issues related to manufactured housing in this state. Takes effect on 91st day following adjournment sine die.
Establishes Task Force on Use of Surplus Public Lands for Housing. Requires task force to report findings and recommendations to interim committee related to housing on or before December 31, 2019. Sunsets task force December 31, 2020. Declares emergency, effective on passage.
Creates income tax credit for foster parents. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
Directs Department of Education to implement assessment system that limits number of content-based assessments and criterion-referenced assessments and to encourage school districts to use performance-based assessments. Allows school districts to determine student's progress toward achieving academic content standards at intervals greater than annually.
Modifies allocation formula for grants to regional assessment centers and community assessment centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for assessment centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Declares emergency, effective July 1, 2019.
