Adjusts affordable housing pilot program qualifications to allow one project in city with population over 35,000 and one in city with population of 35,000 or less. Declares emergency, effective on passage.

Requires Department of Human Services to complete investigations regarding applications for certificates to operate foster homes for care of children under 21 years of age no later than 120 days after department receives application. Requires Oregon Youth Authority to complete investigations regarding applications for certificates to operate foster homes for youth offenders no later than 120 days after youth authority receives application.
Applies to Congress to call convention for purpose of proposing amendments to United States Constitution to impose fiscal restraints on federal government, limit power and jurisdiction of federal government and limit terms of office for federal officials and members of Congress.
Modifies juvenile court dependency procedure to require any party issuing summons to bear financial responsibility for certain costs arising out of issuance of summons.
Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.
Requires health care providers to include CPT codes in bills sent to consumers and insurers. Requires insurers to include CPT codes in explanation of benefit notices.
Prohibits person from collecting or receiving for purpose of recovering or defraying costs of sending printed copy of invoice or bill, or receiving or processing printed check, money order or cash as payment from consumer, any surcharge, fee or other amount in excess of amount person charges consumer for goods or services the consumer purchased and any of person's actual and verifiable expenses for shipping and handling or taxes that are directly related to transaction for goods or services. Permits person to offer discount or reduction in amount person charges for goods or services in return for consumer's agreement to receive bill or invoice or make payment electronically. Punishes failure to comply with Act as unlawful trade practice under Unlawful Trade Practices Act. Takes effect on 91st day following adjournment sine die.
Creates credit against income taxes for amounts paid by veteran as principal or interest on qualified education loans. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2025. Takes effect on 91st day following adjournment sine die.
Creates tax credit for workers at child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
Establishes Local Government Technical Assistance Program within Housing and Community Services Department. Requires program to provide assistance to ] department and Department of Land Conservation and Development to enter into intergovernmental agreement with League of Oregon Cities and Association of Oregon Counties to develop regional housing and development staff ] work plans to assist cities and counties ] local governments in providing needed housing.
