Requires Oregon transparency website to contain itemized information about state agency advertising expenditures.
Appropriates moneys to Oregon Business Development Department to make grants to nonprofit corporations for purpose of hiring staff to coordinate activities related to organization, administration and programming of innovation districts. Defines "innovation district" as innovation ecosystem consisting of certain economic, physical and networking assets. Sets forth further mandatory criteria for innovation district to which nonprofit corporation's grant application relates. Declares emergency, effective on passage.
Creates credit against income tax for taxpayers with not more than 100 employees that create 10 or more new jobs during tax year. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
Prohibits person from soliciting or knowingly acquiring, receiving, transporting, implanting, processing, preserving, storing or accepting donation of human fetal tissue for purpose of transplanting the human fetal tissue into another person or animal under specified circumstances. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Establishes Teen Pregnancy Assistance Fund and requires prosecuting attorney to deposit proceeds of fines for violation of Act into fund. Continuously appropriates moneys in fund to Department of Education for sole purpose of providing financial assistance to girls who are enrolled in high school in this state, have had child while enrolled in high school and need financial aid for expenses connected with obtaining high school diploma.
Extends by five years certain provisions that allow nonresident students to attend public schools as resident students for purposes of State School Fund distributions. Declares emergency, effective July 1, 2019.
Modifies provisions regarding division of land by eliminating purchase requirement when land is acquired by provider of public parks or open space, or by not-for-profit land conservation organization.
Allows certain planned communities to deposit their funds into local government investment pool managed by State Treasurer. Becomes operative on effective date of rules adopted by State Treasurer or January 1, 2026, whichever is earlier.

Modifies crime of promoting prostitution to include knowingly recruiting, persuading or encouraging, or attempting to recruit, persuade or encourage, another person to engage in prostitution. Punishes by maximum of 5 years' imprisonment, $125,000 fine, or both.
Directs Real Estate Board to adopt rules for administering laws that Real Estate Agency is charged with enforcing and administering.
