Relating to dental assistants; prescribing an effective date.

Prohibits Oregon Board of Dentistry from requiring applicant for certification as dental assistant to pass written examination for radiological proficiency. Prohibits Oregon Health Authority from requiring dental assistant to pass written examination in order to operate X-ray machine. Takes effect on 91st day following adjournment sine die.

Relating to school safety; declaring an emergency.

Requires schools to have at least one panic alarm in each school building. ] Requires schools to have wireless panic alert device in each classroom of each school building. Provides exceptions. Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Declares emergency, effective July 1, 2023.

Relating to combating hunger at post-secondary institutions of education; declaring an emergency.

Authorizes Higher Education Coordinating Commission to award "Hunger Free Campus" designation to public universities and community colleges that demonstrate required actions taken to combat hunger. Requires commission, when moneys are available, to administer grant program to provide moneys for funding student hunger programs and innovations at public universities and community colleges. Establishes how commission must prioritize recipients of grants. Appropriates moneys from General Fund to commission to fund grant program. Declares emergency, effective July 1, 2023.

Relating to programs in the Department of Human Services; declaring an emergency.

Requires Department of Human Services to study programs and services administered by aging and disability services division of department. Directs department to submit findings to interim committees of Legislative Assembly related to human services not later than September 15, 2024. ] Sunsets January 2, 2025. ] Directs President of Senate and Speaker of House of Representatives to appoint work group to develop framework for multi-sector plan for aging to be administered by Department of Human Services. Specifies membership and duties. Requires work group to submit three reports to committees and interim committees of Legislative Assembly related to human services, by December 1, 2023, during 2024 regular session of Legislative Assembly and by July 1, 2024, respectively. Declares emergency, effective on passage.

Relating to State School Fund distributions; declaring an emergency.

Removes cap on amounts distributed from State School Fund to school districts for students eligible for special education as children with disabilities. Provides additional weight for students who are homeless for purposes of calculating distributions of State School Fund moneys to school districts. Specifies that Department of Education will collect information related to homeless students. Declares emergency, effective July 1, 2023.

Prohibits distributing, selling, attempting to sell or allowing to be sold flavored inhalant delivery system product or flavored tobacco product in this state. Exempts existing hookah lounges.
