Creates Cultural Impact Program. Provides federally recognized Indian tribes and counties with grant funds to distribute locally, as specified in local cultural plan, to cultural organizations that serve residents of and visitors to their county or members of their tribe for purposes of advancing, preserving or stabilizing those organizations ] in accordance with rules adopted by Trust for Cultural Development Board after consultation with advisory committee . Authorizes issuance of $200 million in lottery bonds for deposit in Trust for Cultural Impact Account to be used to provide grants to cultural organizations. Declares emergency, effective July 1, 2023.

Directs Oregon Health Authority ] Department of Human Services to develop and implement grant program to support ] provide grants, support and technical assistance for resilience hubs and networks in Oregon.

Authorizes certain cities with demonstrated need for housing to add project area to their urban growth boundary upon certain conditions. Sunsets authorization January 2, 2033. Amends principles that Land Conservation and Development Commission must consider in adopting rules regulating urban reserves. Declares emergency, effective on passage.

Allocates moneys to Oregon Business Development Department to develop and implement program to award grants to Oregon cultural organizations and support businesses ] county fair operators in response to negative impact of COVID-19 pandemic on organizations' and businesses' ] county fair operators' earned revenue. Declares emergency, effective on passage.

Establishes Task Force on the State of Sports ] Sport in Oregon to make recommendations for growing businesses in athletics, team sports, outdoor activities and recreation ecosystem in order to establish Oregon as most conducive location in North America for sports economy. Requires task force to submit progress reports and final report, including recommendations for legislation, to interim committees of Legislative Assembly related to economic development. Sunsets January 2, 2026. Declares emergency, effective on passage.

Designates February 12 of each year as Rogue River Trail of Tears Day. Requires State Parks and Recreation Department to study options for creating memorial to commemorate Rogue River Trail of Tears. Directs department to submit findings to interim committees of Legislative Assembly related to parks and recreation not later than September 15, 2024.

Requires State Department of Energy to study renewable energy resource development. Directs department to submit findings to interim committees of Legislative Assembly related to energy no later than September 15, 2024. ] Creates income or corporate excise tax credit for amount paid by owner of eligible generation facility for transmission services. Directs that amount paid, for purposes of tax credit, shall be calculated as sum of amounts paid by owner to Bonneville Power Administration or electric utility for up to 600 megawatts of eligible generation facility's nameplate capacity and to other parties. Applies to tax years beginning on or after January 1, 2025, and to eligible generation facilities first placed in service on or after January 1, 2025, and before January 1, 2031. Takes effect on 91st day following adjournment sine die.

Creates Oregon Soil Health Initiative. Describes goals ] purpose of initiative. Describes responsibilities of state agencies and other entities participating in initiative. Directs Institute for Natural Resources to convene Soil Health Advisory Committee. ] Directs institute, in consultation with other entities, to develop Soil Health Roadmap. ] Takes effect on 91st day following adjournment sine die.

Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.

Directs Department of Early Learning and Care to establish and implement child care provider incentive program. Establishes Child Care Provider Incentive Fund. Takes effect on 91st day following adjournment sine die.
