Encourages Oregon counties that have not already done so to create and adopt a natural resource plan and invoke and enforce coordination with all federal and state agencies.
Proposes an amendment to the Oregon Constitution to require approval by the Legislative Assembly of any new fees or fee increases adopted by a state agency. Requires that bills approving new or increased fees be approved by a three-fifths supermajority of each chamber of the Legislative Assembly. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Prohibits local governments from requiring the payment of a system development charge prior to issuing a certificate of occupancy for a dwelling within an urban growth boundary.

Directs district school boards to adopt a policy to provide for the safety of the students of the school district, including the assignment of school resource officers or the provision of other law enforcement coverage for each school of the school district. Authorizes the Department of Education to distribute to school districts moneys from the State School Fund for the purpose of paying for the costs associated with school resource officers or other law enforcement. Takes effect on July 1, 2026.
Creates the crime of using a controlled substance in an enclosed place in a manner that endangers another person. Punishes by a maximum of 364 days' jail, $6,250 fine, or both, or five years' imprisonment, $125,000 fine, or both, for a second or subsequent conviction. Takes effect on the 91st day following adjournment sine die.
Requires that rules adopted by the Department of Consumer and Business Services with respect to the registration of farmworker camps be consistent with federal regulations governing farmworker housing health and safety standards.
