Declares a state goal to capitalize on and make the best use of federal moneys available for broadband service infrastructure. Directs each state agency to prioritize and expedite the process for permits and other governmental authorizations necessary for the construction, siting or operation of broadband service infrastructure. Declares an emergency, effective on passage.
Establishes the Landowners Living with Beavers Grant Program Subaccount in the Oregon Conservation and Recreation Fund. Authorizes the State Department of Fish and Wildlife to award block grants from the subaccount under the Landowners Living with Beavers Grant Program, on recommendations from the Oregon Conservation and Recreation Advisory Committee. Directs the department and the committee to jointly report on the grant program to committees or interim committees of the Legislative Assembly related to the environment on or before September 15, 2027. Appropriates moneys from the General Fund to the department for deposit in the subaccount for purposes related to the grant program. Takes effect on the 91st day following adjournment sine die.
Transfers moneys from amounts retained in the Fund for Student Success to the School Stabilization Subaccount for Wildfire-impacted School Districts and increases the expenditure limitation for payment of grants-in-aid, program costs and purchased services for the Department of Education for the 2023-2025 biennium for the purpose of awarding grants to school districts impacted by wildfires. Declares an emergency, effective on passage.
Requires the Oregon Health Authority to study hospital financial assistance. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health care not later than September 15, 2026. Sunsets on January 2, 2027.
Directs the State Department of Fish and Wildlife to establish a Wildlife Stewardship Program. Directs the department to administer a grant program to support licensed wildlife rehabilitation centers. Appropriates moneys to the department, out of the General Fund, for purposes of the grant program.
Modifies the definitions of and grant requirements for Resilience Hubs and Resilience Networks. Appropriates moneys from the General Fund to the Department of Human Services for providing grants for Resilience Hubs and Resilience Networks. Declares an emergency, effective July 1, 2025.
