[ Instructs the State Fish and Wildlife Commission to adopt rules that prohibit ] Prohibits a person from taking a beaver on waters or watersheds that are classified in a certain manner or on public land that is within the watersheds or within 200 feet of the ordinary high water mark of the waters. [ Creates an ] Provides exceptions, including an exception for employees of federal and state land management agencies.

[ Reduces ] Fixes at six percent maximum rent increases for rental spaces in a larger facility [ to match changes to the consumer price index. Limits to 10 percent the maximum increase in rent paid by the purchaser of a dwelling or home in a facility. ] beginning in 2026. Creates an exception for certain infrastructure upgrades approved by a vote of the tenants. Prohibits a landlord from requiring aesthetic improvements or internal inspections as conditions of sale of a dwelling or home in a facility. [ Requires the Housing and Community Services Department to study water, sewer and septic systems of facilities and to report to the interim committees of the Legislative Assembly related to housing by September 15, 2026. ] Declares an emergency, effective September 1, 2025.

] Allows the Public Utility Commission to adopt a framework for carrying out performance-based regulation of electric companies and use incentives and penalties to induce electric companies to bring electric utility operations in line with the public interest and certain objectives. Declares a public interest for purposes of the Act. [ Appropriates moneys to the commission for implementing performance-based regulations. ] Limits expenditures from certain moneys collected or received by the commission for the purposes of carrying out performance-based regulation of electric companies.

Requires health benefit plans to cover autologous breast reconstruction procedures and related services with specific requirements related to out-of-pocket costs, cost-sharing, utilization review, reimbursement rates and network adequacy.

Directs the Public Utility Commission to provide for a classification of service for large energy use facilities. Requires any tariff schedule adopted for the class to allocate the costs of serving large energy use facilities to the facilities and mitigate the risks to other classes of retail electricity consumers. Defines "large energy use facility." Directs the commission to require an electric company to use a contract when providing electricity service to a large energy use facility. Requires the contract to meet certain requirements and conditions. Directs the commission to report each even-numbered year to the interim committees of the Legislative Assembly related to energy on trends in load requirements and other implications from large energy use facilities. Sunsets January 2, 2035. Declares an emergency, effective on passage.

Appropriates moneys from the General Fund to the Legislative Assembly to support a year-round legislative assistant position for each member of the Legislative Assembly. Declares an emergency, effective July 1, 2025.

Directs the Department of State Police to study locations where controlled substances can be incinerated. Requires the department to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than September 1, 2026. Sunsets January 2, 2027. Takes effect on the 91st day following adjournment sine die.

Creates the Catastrophic Wildfire Fund to pay for property damage claims arising from catastrophic wildfires that are ignited by the facilities of a public utility. Allows a public utility to participate in and capitalize the fund. Defines "public utility." Requires the Public Utility Commission to appoint an independent administrator to administer payments of eligible claims arising from a catastrophic wildfire. Provides for an independent administrator to prepare and present a plan of operations. Provides for a process to recapitalize the fund as needed, as determined by an independent administrator. Provides for procedures if an independent administrator determines that the fund is depleted. Establishes a claims process. Limits the amount of property and noneconomic damages that may be recovered by a claimant from the fund. Directs the commission to investigate whether the actions and conduct of a public utility prior to the ignition of a catastrophic wildfire were prudent or imprudent. Allows the commission to require a public utility whose actions were imprudent to reimburse the fund in whole or in part. Allows a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses associated with contributions to the fund. Applies to wildfires that begin on or after the effective date of this Act. Declares an emergency, effective on passage.

Directs the Department of Human Services to adopt rules to require an agency that hires, trains and supervises direct support professionals using state funds received from the department to implement enhanced staffing ratios under specified circumstances. Requires a residential training home or residential training facility that serves a high-needs resident to provide to the department a staff safety plan that addresses specified issues. Takes effect on the 91st day following adjournment sine die.

Appropriates moneys from the General Fund to the Oregon Health Authority for the purpose of screening newborns for five specific diseases under the Northwest Regional Newborn Bloodspot Screening Program.
