Directs Department of Transportation to work with Washington State Department of Transportation and British Columbia Ministry of Transportation and Infrastructure to develop plans to operate and fund rail transportation. Directs Department of Transportation to submit biennial report on plans to interim committees of Legislative Assembly related to transportation.

Requires State Department of Energy, in consultation with Housing and Community Services Department, to establish whole-home energy savings program and high-efficiency electric home rebate program. Requires State Department of Energy to create single resource that provides information and technical assistance ] to interested persons on available ] information, technical assistance and assistance in identifying contractors and financing options, related to available energy efficiency incentives and programs. Requires department to coordinate information and data exchanges between certain entities. Requires entities to use best practices to maintain confidentiality and security of information and data as required by law. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Provides that any agreement related to providing ultra-high-speed ground transportation in this state must include service to Eugene. Prohibits Department of Transportation from expending in any biennium more than 50 percent, or $1 million, whichever is less, of moneys available to department for passenger rail service, on ultra-high-speed ground transportation. Declares emergency, effective on passage.

Directs Oregon Liquor and Cannabis Commission to establish annual registration program and labeling requirements for industrial hemp commodity or product that contains cannabinoids and is intended for human or animal consumption. Removes requirement that State Department of Agriculture adopt rules establishing tracking requirements for transfer of industrial hemp commodities and products intended for human consumption. Takes effect on 91st day following adjournment sine die.

Extends Residential Heat Pump Fund until January 2, 2026. Appropriates moneys to Oregon Health Authority for air conditioner and air filter deployment program. Declares emergency, effective on passage.

Directs Department of Consumer and Business Services ] State Forestry Department to establish Prescribed Fire Liability Pilot Program and administer program or authorize Oregon Insurance Guaranty Association to administer program ]. Establishes Prescribed Fire Claims Fund in State Treasury, separate and distinct from General Fund, for purposes related to program. Instructs State Forestry Department to report to Governor and committee or interim committee of Legislative Assembly related to natural resources on performance of program on or before April 1, 2028. Appropriates moneys to department out of General Fund for deposit in Prescribed Fire Claims Fund. Provides that authorization of certain burning and of activities under Certified Burn Manager program applies on lands within forest protection district. Sunsets program and fund January 2, 2028. Declares emergency, effective on passage.

Requires Oregon Business Development Department to provide grants and loans for modular housing and components. Appropriates moneys from General Fund to department to fund requirement. Takes effect on 91st day following adjournment sine die.

Requires Oregon Department of Administrative Services to provide grants to local governments ] for regional housing coordinators ] coordination and to local governments to support development of needed housing . Requires department to provide grants to Association of Oregon Counties and League of Oregon Cities for specific purposes relating to planning for housing. Requires department to analyze local governments' costs in planning for housing. Appropriates moneys to department to award grants and conduct analysis. Sunsets January 2, 2034. Takes effect on 91st day following adjournment sine die.

Requires Public Utility Commission, in consultation with State Department of Energy, to study development and adoption of microgrid systems and use of microgrid systems for increasing electric grid and energy resilience. Directs commission to submit findings to interim committees of Legislative Assembly related to energy and development no later than September 15, 2024. ] Permits county to develop and adopt energy resilience plan and incorporate energy resilience plan into county's applicable natural hazard mitigation plan. Requires energy resilience plan to meet certain requirements. Requires public utilities to use reasonable efforts to assist with and comply with requests from county for information regarding energy infrastructure, provided information is exempt from disclosure requirements. Directs State Department of Energy to establish program to award grants to counties to cover costs of developing energy resilience plans that meet certain requirements. Sunsets grant program on January 2, 2026. Takes effect on 91st day following adjournment sine die.

Establishes Community Benefiting Water Infrastructure Investment Program. Directs Oregon Business Development Department to award grants under program to certain entities for purpose of planning or developing community benefiting water infrastructure project. Authorizes Director of Oregon Business Development Department to appoint Advisory Committee on Community Renewable Investment. Establishes Community Benefiting Water Infrastructure Investment Fund. Continuously appropriates moneys in fund to department for purposes of grants. Appropriates moneys to department for deposit in fund. Takes effect on 91st day following adjournment sine die.
