Requires Southern Oregon University, subject to appropriation of sufficient moneys, to address state's behavioral and mental health needs by materially increasing number of mental health practitioners who graduate in southern Oregon and teaching behavioral and mental health competencies through alternative academic pathways. Appropriates moneys to Higher Education Coordinating Commission for allocation to Southern Oregon University. Declares emergency, effective July 1, 2023.

Authorizes cities and counties to adopt program for awarding grants to developers of affordable housing and moderate income housing projects to finance certain costs associated with such housing projects. Directs ___ ] Oregon Business Development Department to develop affordable housing ] revolving loan program under which ] to make interest-free loans to participating cities and counties may award ] to fund grants to housing developers for certain eligible costs and repay loans from tax increment financing revenues derived from increase in value of housing project property ] awarded under local option housing project grant program . Exempts housing project property to which grant award relates from ad valorem property taxes. Imposes annual fee on developer of housing project in amount equal to incremental increase in property taxes, determined by subtracting taxes assessed before housing project is completed from estimated taxes to be assessed after project is completed. Increases fee by three percent for each subsequent property tax year. Provides for distribution of annual fee moneys first to fire districts in estimated amount of taxes on exempted housing project property and then to department in repayment of loan that funded grant awarded to developer for related housing project. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to Department of Land Conservation and Development and Housing and Community Services Department to support manufactured dwellings and manufactured dwelling parks.

Appropriates moneys to Oregon Business Development Department for distribution to recipients for industrial lands projects. Declares emergency, effective on passage.

Requires Oregon Business Development Department and Housing and Community Services Department to provide grants and loans for housing. Appropriates moneys from General Fund to department ] departments to fund grants and loans. Sunsets January 2, 2026. Takes effect on 91st day following adjournment sine die.

Directs Oregon Criminal Justice Commission to award noncompetitive grants through Illegal Marijuana Market Enforcement Grant Program to Department of State Police for specified purposes related to unlawful marijuana cultivation or distribution operations. Specifies that other grants awarded through program are awarded on competitive basis. Declares emergency, effective on passage.

Appropriates moneys to Oregon Watershed Enhancement Board for deposit in Oregon Agricultural Heritage Fund for hiring related to Oregon agricultural heritage programs. Appropriates moneys to board for deposit in Oregon Agricultural Heritage Fund for purposes related to grant programs. Declares emergency, effective on passage.

Directs Department of Environmental Quality, in consultation with Water Resources Department, to develop recommendations and other resources to expand beneficial water reuse or recycled water programs or projects in state. Takes effect on 91st day following adjournment sine die.

Creates credit against income taxes for selling publicly supported housing to retain as affordable housing. Applies to sales of housing completed in tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Requires person who owns, operates or controls high energy use facility to ensure that greenhouse gas emissions associated with electricity used by high energy use facility are reduced to 60 percent below baseline emissions levels by 2027, 80 percent below baseline emissions levels by 2030, 90 percent below baseline emissions levels by 2035 and 100 percent below baseline emissions levels by 2040. Requires person to provide annual report to Department of Environmental Quality to demonstrate compliance. Imposes civil penalty of $12,000 per megawatt-hour in violation for each day of violation. Excludes property that is or is part of high energy use facility from enterprise zone tax benefits unless amount of greenhouse gas emissions associated with electricity that high energy use facility uses complies with amount of greenhouse gas emissions associated with electricity permitted for high energy use facilities.
