Increases the amount of the earned income tax credit. [ Provides that a credit is available to all adults, including childless adults, over 18. ] Provides that the credit may be paid quarterly, in advance, and is not subject to garnishment. Applies to tax years beginning on or after January 1, 2026. Extends the sunset for the credit. Takes effect on the 91st day following adjournment sine die.

Expands the definition of "debilitating medical condition" for the medical use of marijuana. Requires an organization or residential facility that is designated as an additional caregiver for a medical marijuana cardholder to create and maintain a written policy and provide education to staff regarding the medical use of marijuana. Exempts hospitals and hospital-affiliated clinics from the requirements. Requires an organization or residential facility to create the written policy not later than June 30, 2026, and make education available to staff not later than December 31, 2026. Protects an organization or residential facility and its employees and contractors from certain criminal liability related to the medical use of marijuana. Prohibits the Oregon State Board of Nursing from taking disciplinary action against a nurse for discussing the medical use of marijuana with a patient. Takes effect on the 91st day following adjournment sine die.
Requires the Director of the Department of Consumer and Business Services to adopt rules to conform the state building code to accessibility requirements under the Fair Housing Act and to certain American National Standards Institute standards for housing accessibility. Prohibits the Housing and Community Services Department from funding new rental housing that is a subsidized development unless the housing meets specified accessibility standards. Takes effect on the 91st day following adjournment sine die.
Adds school districts[ , education service districts and public charter schools ] that apply for and receive a matching fund grant from the Department of Education to the definition of "qualifying agency" for the purpose of applying apprenticeship requirements in connection with constructing public improvement projects. [ Specifies demonstrations that contractors must make to a qualifying agency as part of the qualifying agency's responsibility determination. Specifies exemptions for contractors that enter into project labor agreements with school districts ] Provides that school districts that are qualifying agencies must retain in the school district general fund the amount of any reduction in payment to a contractor as a consequence of the contractor's failure to meet apprenticeship requirements . Takes effect on the 91st day following adjournment sine die.
Makes it unlawful to falsely impersonate a union representative. Provides that a labor organization shall have, as a matter of internal governance, the sole authority to identify and designate the union representatives associated with the labor organization. Provides a cause of action for a union representative alleging a violation of the prohibition against falsely impersonating a union representative.

Adds electric wheelchairs and complex rehabilitation technology to the type of consumer equipment for which an original equipment manufacturer must make available to an owner or independent repair provider a tool, part or other device or implement that the original equipment manufacturer makes available to an authorized service provider for the purpose of diagnosing, maintaining, repairing or updating consumer equipment.
