Relating to required employment leave for the performance of legislative duties; prescribing an effective date.

Expands regular employment protections afforded for performance of legislative duties by members or prospective members ] of Legislative Assembly by requiring employers, at option of member or prospective member ], to grant time off for less than full-day absence to member or prospective member ] to perform legislative duties. Continues alternative requirement, at option of member or prospective member of Legislative Assembly , for regular employer to grant leave of absence to member or prospective member to attend legislative session, interim committee meetings or other specified official functions. Grants rulemaking authority to Commissioner of Bureau of Labor and Industries to implement statutory provisions and directs commissioner to provide technical advice and guidance to employers to facilitate compliance with statutory requirements. ] Takes effect on 91st day following adjournment sine die.

Relating to encouragement of reading in young children; declaring an emergency.

Directs Department of Early Learning and Care to develop, implement and administer Oregon Imagination Library Project to improve reading proficiency and high school graduation rates by providing enrolled children with one age-appropriate book per child each month. ] Establishes Imagination Library of Oregon Program to provide free book each month to eligible children, encourage children to develop love of reading and learning, and improve third-grade reading proficiency and high school graduation rates. Directs Department of Early Learning and Care to implement program. Establishes Oregon Imagination Library Account within Department of Early Learning and Care Fund for purposes of funding project ] program . Declares emergency, effective July 1, 2023.

Relating to green infrastructure; declaring an emergency.

Establishes Community Green Infrastructure Grant Program. Authorizes Department of Land Conservation and Development to appoint Advisory Committee on Community Green Infrastructure Investment. Establishes Community Green Infrastructure Fund. Establishes Community Green Infrastructure Task Force. ] Directs State Department of Agriculture to certify certain nurseries as green communities nurseries. Directs State Forestry Department to acquire and maintain urban tree canopy assessment tool. Directs department to develop emerald ash borer assistance program ] and implement program for technical and financial assistance for planning, response and recovery activities related to loss of tree canopy . Declares emergency, effective on passage.

Relating to a right to repair consumer electronic equipment; prescribing an effective date.

Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Relating to funding of school meals; declaring an emergency.

Establishes Universal School Meal Account for purpose of reimbursing school districts for certain costs incurred in providing federally reimbursable meals. Provides for prioritization of distributions if funds are insufficient to make reimbursements. Declares emergency, effective July 1, 2023.

Relating to transportation of foster child's personal effects.

Directs Department of Human Services to maintain inventory of luggage carriers for use when transporting personal effects of foster children. Directs department to maintain record of each instance when trash bags are used to transport foster child's personal effects and explanation of use of trash bag. ] Directs department to submit annual reports regarding transportation of personal effects of foster children to interim committees of Legislative Assembly related to human services. Sunsets January 2, 2029.

Relating to school district employees who work with students with specialized needs; and prescribing an effective date.

Requires school district employees assigned to work with students with specialized needs to have access to specified records related to students , and ] to be consulted when education plan for student is reviewed or revised and to be provided with adequate training . Specifies compensation, scheduling and training requirements for school district employees assigned to work with students with specialized needs to implement education plan. ] Directs Department of Education, Teacher Standards and Practices Commission and Educator Advancement Council to identify career pathway for school district employees assigned to work with students with specialized needs. ] Takes effect on 91st day following adjournment sine die.

Relating to workers' compensation claims; and declaring an emergency.

Requires subject employers to adopt policy allowing subject workers paid time off during shift to receive medical services related to worker's compensable injury or occupational disease. ] Removes minimum time period that injured worker must be absent from work for compensable medical services before injured worker may receive temporary disability benefits for such absence. Provides that notice required before insurer or self-insured employer may end temporary disability benefits does not apply to benefits paid for such absence. Declares emergency, effective on passage.
