Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.

Requires professional licensing boards to provide culturally responsive training to specified staff members, publish guidance on pathways to professional authorization for internationally educated individuals and waive requirement for English proficiency examination for specified internationally educated individuals. Prohibits Oregon Medical Board from imposing time limitation on completion of United States Medical Licensing Examination. Allows board to issue limited license to practice medicine to specified individuals for practice under supervision of other licensed physician. Establishes Internationally Educated Workforce Reentry Grant Program within Higher Education Coordinating Commission to award grants to local workforce development boards that contract with specified entities that provide eligible career guidance and support services to internationally educated residents of Oregon who are seeking to enter Oregon workforce in certain professions. Declares emergency, effective July 1, 2023.

Appropriates moneys from General Fund to Department of Education for purpose of assisting school districts to purchase and install wireless panic alert devices and systems. Authorizes Higher Education Coordinating Commission to award "Hunger Free Campus" designation to public universities and community colleges that demonstrate required actions taken to combat hunger. Requires commission, when moneys are available, to administer grant program to provide moneys for funding student hunger programs and innovations at public universities and community colleges. Establishes how commission must prioritize recipients of grants. Appropriates moneys from General Fund to commission to fund grant program. Declares emergency, effective July 1, 2023.
Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to completing initial interview or making conditional offer of employment and to include certain words or phrases in job application that suggest age preferences. Permits employer to seek age of applicant under certain circumstances. Removes provision that includes apprentices within scope of unlawful employment discrimination statute.
Requires Department of Human Services to contract with nonprofit organization to implement and administer program to assist recipients of supplemental nutrition assistance in purchasing locally grown fruits and vegetables from farmers' markets, farm share sites and retail outlets that participate in program. Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods. Sunsets January 2, 2026. Declares emergency, effective on passage.
Prohibits, in specified areas of law, discrimination or harassment against persons based on caste. Authorizes enforcement of prohibition through civil action for actual and punitive damages. Authorizes attorney fees in civil proceedings for unlawful discrimination. Includes caste as protected class in bias crimes and incidents. Prohibits profiling by law enforcement agency or officer based on caste. Adds caste to real or perceived factors of motivation or basis for conduct addressed by standards for law enforcement officers. Requires law enforcement agencies to report statistics concerning crimes motivated by prejudice based on perceived caste. Adds caste to classes protected by community engagement plans for planning water projects. Adds caste to classes promoted by affirmative action by state boards, commissions and advisory boards and all branches of state government. Adds caste to types of persecution or well-founded fears of persecution that refugee children are defined to have experienced. Prohibits public charter schools from limiting student enrollment based on caste. Includes caste within cultural competence guidelines developed by System of Care Advisory Council. Prohibits person that sells guaranteed asset protection waiver in sale of motor vehicle from varying terms based on caste. Requires state agencies to eliminate discrimination based on caste. Requires state agencies to adopt any rules related to implementation of provisions of Act no later than January 1, 2024. Declares emergency, effective on passage.
Prohibits operating boat carrying child under 16 years of age unless child is wearing properly sized and secured personal flotation device. Punishes by maximum fine of $250. Prohibits child under 16 years of age from using floating item outside of swimming area on waters of this state unless child is wearing properly sized and secured personal flotation device. Punishes by fine of $25. Takes effect on 91st day following adjournment sine die.
Requires Department of Human Services, in consultation with Office of Immigrant and Refugee Advancement, to award contracts to organizations to provide support services to immigrants and refugees. ] Establishes Welcome and Reception Program within Office of Immigrant and Refugee Advancement to provide immigrants, refugees and asylum seekers with support services. Directs organization that is awarded contract to provide support services under program to report on performance outcomes no later than June 30, 2025. Directs office to provide report on implementation and status of program to interim committees of Legislative Assembly related to human services no later than September 1, 2025. Appropriates moneys from General Fund to department ] office for support services.
