Permits state agency to locate devices or facilities for providing electricity to public for electric motor vehicles in locations sufficient to meet demand for devices or facilities. Requires Oregon Department of Administrative Services to establish criteria for determining appropriate number of locations for devices and facilities. Provides that state agency shall set price for electricity that recovers, to extent practicable, costs of operating or administering devices or facilities and that does not exceed 110 percent of market price in county for delivering electricity to public for electric motor vehicles. Requires state agency to set uniform price for electricity in accordance with criteria and calculation that department specifies. Requires Oregon Department of Administrative Services to report to Legislative Assembly not later than February 1, 2019, February 1, 2021, and February 1, 2023, concerning state agency implementation of authority granted in Act. Takes effect on 91st day following adjournment sine die.

Establishes grant program under which Department of Education awards grants to school districts for percentage of certain student transportation costs for which school district does not receive any amount in distributions from State School Fund or any amount related to transit activities . Directs Department of Transportation to issue Oregon Wounded Warrior parking permits to qualified applicants. Describes "wounded warrior." Permits person issued Oregon Wounded Warrior parking permit or person transporting person issued parking permit to park motor vehicle in any public parking zone restricted as to length of time permitted therein without incurring overtime penalties and to park motor vehicle in any public parking zone with metered parking without being required to pay any parking meter fee. Prohibits broadband Internet access service provider from disclosing, selling or permitting access to personal information of customers of provider. Creates exceptions, including exception for giving express consent. ] Requires broadband Internet access service provider to take reasonable measures to protect personal information of customers of provider. ] Requires broadband Internet access service provider to provide notice of provisions of Act to potential customers of provider. ] Makes violation of Act unlawful trade practice. ] Establishes Task Force on Broadband Security to study uniformity of laws throughout United States with respect to protecting customers of broadband Internet access service providers. Requires task force to submit report, including recommendations for legislation, to interim committee of Legislative Assembly related to judiciary no later than December 15, 2018. ] Prohibits public bodies from contracting with broadband Internet access service providers that engage in certain network management activities based on paid prioritization, content blocking or other discrimination. Provides limited exceptions, including for activities necessary to address needs of public safety and law enforcement. Becomes operative January 1, 2019. Declares emergency, effective on passage.

Describes fees required when person is applying to replace or renew current driver license with Real ID compliant driver license or is applying for new original driver license that is Real ID compliant. Provides that Department of Transportation may issue, renew or replace limited term driver license, limited term driver permit or limited term identification card to persons previously issued limited term driver license, limited term driver permit or limited term identification card whose Employment Authorization Document has expired under certain circumstances.
