Establishes limits on campaign contributions that may be accepted by candidates and political committees. Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 100 percent of total amount of contribution. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Becomes operative on November 4, 2026. Refers Act to people for their approval or rejection at next regular general election. .

Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.
Requires that itemized statements provided to employees explain, in plain language, amount and purpose of each deduction. ] Provides requirements for employer deductions for erroneous overpayments of wages for employees who are not subject to collective bargaining agreement . Clarifies that, for employees who are subject to collective bargaining agreement, employer deductions for erroneous overpayments of wages made pursuant to terms of applicable collective bargaining agreement are not prohibited. Tolls statute of limitations for action alleging violation of requirements for erroneous overpayment deductions until employer provides to employee alleging violation itemized statement that meets certain requirements.
Includes insurance in definition of real estate, goods and services that are subject to penalties for unlawful trade practices. ] Provides that violation of prohibitions against unfair claim settlement practices with respect to insurance is subject to enforcement action under Unlawful Trade Practices Act. Permits person to obtain, and court to award, appropriate equitable relief in addition to monetary damages under Unlawful Trade Practices Act. Requires Department of Human Services to contract with up to two agencies providing agency with choice services. Specifies criteria for agencies that contract with department. Allows consumers to use private pay home care program through Home Care Commission to access agency with choice services and other home care services. ] Directs department to conduct study of barriers to implementing private pay home care worker program and prescribes elements of study. Requires department to report findings of study to interim committees of Legislative Assembly related to health and to human services by January 1, 2026. Requires department to report on implementation of agency with choice services to interim committees of Legislative Assembly related to human services by January 1, 2027. Allows provider of agency with choice services to serve individuals who are not enrolled in state medical assistance program beginning two years after provider starts offering agency with choice services. Makes persons providing agency with choice services mandatory reporters.
Directs Department of Education to establish school media program standards and provide technical assistance related to those standards.
