Rep. Rob Nosse

Requires the Department of Consumer and Business Services to establish a rental licensing program for the annual licensing of dwelling units for rental or vacation occupancy. Authorizes the department to assess licensing fees and penalties. Requires dismissal of eviction for units not licensed. Requires the department to report annually on aggregate data and to provide a copy of the report to the interim committees of the Legislative Assembly related to housing. Requires the department to provide no-cost education courses to licensees. Becomes operative on January 1, 2027. Establishes the Residential Licensing Account for the licensing program. Appropriates moneys to the account.

Clarifies that a liquor store's amount of annual sales of alcoholic beverages used to determine liquor store class is not adjusted. Updates the amounts of the monthly base compensation for liquor store agents to amounts established for the 2024-2025 fiscal year. Declares an emergency, effective on passage.

Exempts from the requirement to obtain a money transmission license a person that assists with or facilitates payment for goods or services under the terms of a contract with a payee if the person does not engage in money transmission and if payment to the person satisfies or otherwise extinguishes a payor's obligation to the payee. Takes effect on the 91st day following adjournment sine die.

Prohibits insurers offering policies or certificates of health insurance and pharmacy benefit managers from requiring that a claim for reimbursement of a prescription drug include a modifier or other indicator that the drug is a 340B drug. Takes effect on the 91st day following adjournment sine die.

Appropriates moneys from the General Fund to the Oregon Health Authority for distribution to local health departments and federally recognized Indian tribes in Oregon to provide addiction prevention services. Declares an emergency, effective July 1, 2025.

Allows a party who is entering into marriage or a registered domestic partnership to change the party's middle name back to the party's middle name at birth.

Creates workplace violence prevention requirements for certain health care entities. Requires subject entities to compile data concerning incidents of workplace violence and submit reports to the Department of Consumer and Business Services. Requires certain health care employers and home care settings to take certain actions to protect workers against risks of violence and other safety-related risks. Requires the Oregon Health Authority to develop and administer a grant program to provide financial assistance to eligible entities for workplace violence prevention efforts. Establishes a timeline within which the authority must begin distributing funds to approved grant applicants. Takes effect on the 91st day following adjournment sine die.

Requires home health agencies and home hospice programs to establish home health and home hospice staffing committees to develop staffing plans. Imposes penalties for certain violations. Requires the Oregon Health Authority to post the staffing plans to the authority's website and establish an online portal for filing complaints regarding violations. Prescribes a complaint process. Adds enforcement tools for the authority to enforce the home health and home hospice staffing requirements. Permits employees or exclusive representatives of employees of home health agencies and home hospice programs to seek enforcement by the Bureau of Labor and Industries of rules adopted by the bureau regarding meal periods and rest periods. Takes effect on the 91st day following adjournment sine die.

Requires school districts and public charter schools to implement a schedule for high schools that does not start regular instructional hours before 8:30 a.m. Directs the Department of Education to provide technical assistance and to award grants related to the implementation of the school starting time requirement.

Imposes requirements and restrictions on insurer and coordinated care organization audits of claims for reimbursement submitted by behavioral health treatment providers. Directs the Oregon Health Authority to collaborate with health care providers that provide care to medical assistance enrollees, coordinated care organizations, community groups that advocate for diversity and health equity and health care industry representatives to develop recommendations for processes by which payers audit health care providers' claims for reimbursement. Takes effect on the 91st day following adjournment sine die.
