Directs the Oregon Health Authority and coordinated care organizations to reimburse dental care organizations for dental services provided to medical assistance recipients at a rate no less than 59.8 percent of the average rate paid by insurers nationwide. Directs the authority to annually review and revise the rates. Takes effect on the 91st day following adjournment sine die.

Increases the amount of total tax credits allowed for certified film production development contributions made to the Oregon Production Investment Fund. Applies to fiscal years beginning on or after July 1, 2025. Takes effect on the 91st day following adjournment sine die.

Prohibits a person from raising octopus for the purpose of human consumption or participating in the sale or offer for sale of octopus that was raised for human consumption.

Establishes the Task Force on Electromagnetic Weapons to study the usage of electromagnetic weapons in this state and identify gaps in Oregon law that need to be revised to address such usage. Requires the task force to submit a report to the interim committees of the Legislative Assembly related to the judiciary no later than December 1, 2026. Sunsets December 31, 2026.

Prohibits a mail-order, specialty or online pharmacy from transferring prescription drugs intended for dispensation to a patient to a pharmacy located in this state unless the pharmacy has agreed to receive the prescription drugs. Prohibits pharmacy benefit managers from requiring a pharmacy to receive transfers of prescription drugs intended for a patient from a mail-order, specialty or online pharmacy. Takes effect on the 91st day following adjournment sine die.

Requires pharmacy services administrative organizations operating in this state to be licensed by the Department of Consumer and Business Services and creates rules for licensing requirements.

Directs the Department of Human Services to establish an Exceptional Home Care Worker Certification program. Directs the Oregon Department of Administrative Services to study the feasibility of implementing a new classification for case managers who serve people with acute behavioral health needs. Directs the Department of Human Services and the Oregon Health Authority to study funding pathways for providing behavioral health services to seniors and persons with physical disabilities, a shared functional needs assessment tool and a process for incorporating housing benefit eligibility applications into the Oregon Eligibility (ONE) system. Directs the Department of Human Services to develop a data-driven argument for expanding the service priority levels for which an individual may be eligible for medical assistance.
