Prohibits candidate or principal campaign committee of candidate from expending campaign moneys for professional services rendered by certain businesses required to be listed on candidate's statement of economic interest. Creates exceptions.

Repeals special assessments and property tax exemptions for forestlands covered by timber plantations and nonforested land. Requires State Forester and county assessors to develop system for forestland owners to estimate area of their forestland that is natural forest, seminatural forest, timber plantations and nonforested lands. Repeals property tax exemptions for environmentally sensitive logging equipment and skyline and swing yarders. Requires counties to use at least 30 percent of moneys received as result of changes to special assessment and property tax exemption programs for climate adaptation and climate smart forest practices. Takes effect on 91st day following adjournment sine die.
Establishes conditions of enforceability for certain employment contracts or agreements. Allows court to award to prevailing plaintiff who is employee reasonable attorney fees in addition to injunctive relief or specific performance.
Provides funding to peer-run organizations in Portland metropolitan area, southern Oregon region and eastern and central Oregon region to operate peer respite centers to provide peer respite services to individuals with mental illness who experience acute distress, anxiety or emotional pain. Requires Oregon Health Authority to adopt criteria for peer respite centers that receive funding and to monitor compliance. Declares emergency, effective on passage.
Directs Department of Veterans' Affairs to develop and implement one or more pilot programs statewide to provide training, job placement services, financial assistance, technical support and business creation assistance to veterans in construction and construction materials industries. Requires report to Legislative Assembly regarding status of pilot programs by September 15, 2020. Sunsets pilot programs on December 31, 2021. Declares emergency, effective July 1, 2019.
Authorizes City of Portland to designate speed on highways city has jurisdiction of as road authority.

Requires Housing and Community Services Department, in certifying tax credits for affordable housing loans, to give priority to projects that develop affordable housing for sponsoring entities' employees who are direct care workers or human service workers. Applies to loans made on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
Prohibits mass transit district from collecting user charges, fees or tolls from disabled veterans for use of mass transit system.
