Extends sunset for property tax exemption for multiple-unit housing. Takes effect on 91st day following adjournment sine die.
Directs State Board of Education to adopt by rule complaint process to report school district policy in violation of state law prohibiting harassment, intimidation, bullying and cyberbullying. Directs board to adopt rules relating to complaint investigation and standards to determine whether school district policy prohibiting harassment, intimidation, bullying and cyberbullying complies with and is applied in accordance with state law. Directs Department of Education to establish system to track number of reported incidences of harassment, intimidation, bullying or cyberbullying that occur in each school district. Declares emergency, effective July 1, 2019.
Requires incarceration facilities to provide tampons, sanitary napkins and undergarments to female persons in custody at no charge. Requires local correctional facilities to maintain barrier between male and female confined detainees and prisoners. Imposes restrictions on restraint of pregnant persons in custody. Requires release of certain pregnant persons to participate in residential substance abuse treatment program. Allows deduction from term of sentence for days of participation in substance abuse treatment program and certain acts of extraordinary merit.
Enacts Uniform Recognition and Enforcement of Canadian Domestic Violence Protection Orders Act. Authorizes courts to enforce certain Canadian domestic violence protection orders. Prescribes criteria to determine validity of Canadian domestic violence protection orders. Requires law enforcement representatives to enforce valid Canadian domestic violence protection orders. Declares emergency, effective on passage.
Requires pharmacist to dispense controlled substance in Schedule II of federal Controlled Substances Act in lockable vial. Defines "lockable vial." Creates exceptions. Declares emergency, effective on passage.
Makes requirement that soil and water conservation district zone director own or manage 10 acres or more within district applicable only if majority of district lies within county that has population less than 50,000.
Allows cause of action against patent holder or licensed manufacturer for genetically engineered organism present on land without permission of owner or lawful occupant. Allows court to award prevailing plaintiff costs, attorney fees and treble economic damages.
Requires manufacturer to disclose in any advertisement for prescription drug wholesale price in Oregon of prescription drug. Imposes civil penalty for violation of requirement.
Creates exemption to requirement that wages due to employee who is participant in Oregon Youth Employment Program must be paid immediately after termination of employment.
Establishes Early Childhood Equity Fund. Authorizes Early Learning Division to make grants from fund for purpose of supporting culturally specific early learning, early childhood and parent support programs in this state and to promote capacity of culturally specific organizations to deliver programs . Takes effect on 91st day following adjournment sine die.
