Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to establish pilot programs allowing public employees who live in geographic area served by Eastern Oregon Coordinated Care Organization to obtain health services from Eastern Oregon Coordinated Care Organization.
Exempts from taxation amounts received from sale of real property to housing authority or community development corporation. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2023. Takes effect on 91st day following adjournment sine die.
Extends from July 1, 2019, to July 1, 2023, period of time public universities must provide scope and value of specified employee benefits. Declares emergency, effective on passage.

Imposes civil penalty ] penalties for violation of program provisions not to exceed $25,000 ] , per day for each day of violation , $100 for violation by retailer, $1,000 for violation by producer or renovator and $1,000 for violation by stewardship organization . Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Historic Portland Public Market Foundation for predevelopment expenses for James Beard Public Market. Declares emergency, effective July 1, 2019.
Appropriates moneys to Oregon Business Development Department to make grants to nonprofit corporations for purpose of hiring staff to coordinate activities related to organization, administration and programming of innovation districts. Defines "innovation district" as innovation ecosystem consisting of certain economic, physical and networking assets. Sets forth further mandatory criteria for innovation district to which nonprofit corporation's grant application relates. Declares emergency, effective on passage.
Requires pharmacy or pharmacist to substitute prescribed biological product with interchangeable biological product. Declares emergency, effective on passage.
Directs Oregon Liquor Control Commission to develop Internet-based system to enable ordering and delivery of cannabis for medical use to registry identification cardholders. Takes effect on 91st day following adjournment sine die.

Directs Director of Transportation to require each region described in Act to conduct jurisdictional transfer evaluation and present report on evaluations to Joint Committee on Transportation no later than September 15, 2020. Sunsets January 2, 2021. Establishes Oregon Highway Jurisdictional Transfer Fund for purpose of paying costs to upgrade and transfer jurisdiction of highways. Takes effect on 91st day following adjournment sine die.
