Directs Office of Emergency Management to establish and administer voluntary Oregon outdoor recreation search and rescue card program. ] Establishes Oregon Search and Rescue Fund. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. ] Directs office to establish county search and rescue grant program to distribute moneys to counties for equipment, training and educational outreach. ] Permits Office of Emergency Management to enter into agreement with nonprofit organization representing sheriffs under which organization is authorized to administer program to produce and sell outdoor recreation search and rescue cards. Establishes requirements for agreement. Provides that organization may use revenues from program only to reimburse administrative costs and expenses, to reimburse county sheriffs' offices for certain costs relating to search and rescue and to issue grants for search and rescue purposes. Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Permits Department of Justice to use moneys from Criminal Injuries Compensation Account to pay for medical services provided by children's advocacy center in cases of suspected child sexual abuse or child physical abuse. Directs University of Oregon to conduct Oregon child abuse prevalence study and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study. Appropriates moneys from General Fund to Department of Education for purposes of developing curricula and providing educator training for instructional requirements that relate to child sexual abuse prevention, human sexuality education, teen dating violence and domestic violence, and similar instructional requirements that relate to child safety. Establishes product stewardship program for mattresses. Establishes Mattress Stewardship Fund. Establishes mattress stewardship program advisory committee. Requires stewardship organizations to submit plans for mattress stewardship programs to Department of Environmental Quality. Imposes civil penalties for violation of program provisions not to exceed, per day for each day of violation, $100 for violation by retailer, $1,000 ] $10,000 for violation by producer or renovator and $1,000 for violation by stewardship organization. Requires Department of Consumer and Business Services to investigate methods for collecting information about rebates and markups used in pharmaceutical supply chain and to report to interim committees of Legislative Assembly recommendations for collecting information. Authorizes department to access, use and disclose data from all payer, all claims database under specified conditions. Modifies increase in price of prescription drug that triggers pharmaceutical manufacturer's obligation to report data under Prescription Drug Price Transparency Act. Requires prescription drug manufacturers to respond promptly to requests by department in administering Prescription Drug Price Transparency Act. ] Allows department to disclose information about consumers' notifications of increases in prices of prescription drugs but not personally identifiable information about consumers. Modifies membership of, charge to and reporting requirements for Task Force on the Fair Pricing of Prescription Drugs. Extends sunset of task force to December 31, 2022. Requires health care providers, including coordinated care organizations, and ] companies providing health care interpreters to health care providers to use health care interpreters who are listed on health care interpreter registry as being qualified or certified by Oregon Health Authority. Specifies ] Requires authority to adopt by rule exceptions. Directs Commissioner of Bureau of Labor and Industries to establish by rule standards, policies and processes to monitor compliance with and enforce requirements. Requires authority to cooperate with Oregon Council on Health Care Interpreters to ] establish registry of qualified and certified health care interpreters and provide statewide health care interpreter training . Requires authority, by September 15, 2020, to make recommendations ] report to interim committee of House of Representatives related to health on design of health care interpreter program meeting specified criteria ] costs to implement establishment of health care interpreter registry and to provide health care interpreter training . Requires companies providing health care interpreters to register with authority and meet certain requirements. ] Makes health care interpreters subject workers for purposes of workers' compensation benefits. Modifies protective proceedings to permit vulnerable youth guardianships for adults between 18 and 21 years of age who are not citizens or lawful permanent residents of United States ] eligible for special immigrant status and who are unable to be reunified with parent due to abuse, neglect or abandonment that occurred before adult attained 18 years of age. Creates exceptions to certain protective proceeding procedural requirements in vulnerable youth guardianships. Exempts vulnerable youth guardianships from court fees. Takes effect on 91st day following adjournment sine die.
Establishes Willamette Falls Locks Authority as public corporation. Prescribes duties of authority. Modifies duties of Willamette Falls Locks Commission. Sunsets commission on June 30, 2021. Declares emergency, effective on passage.
Modifies procedure for expunction of certain juvenile records. Directs juvenile department to initiate statutory expunction process for juvenile records relating to contact that did not result in referral to juvenile court. Directs juvenile department to apply for expunction of juvenile records if juvenile had contact with juvenile department but was never found to be under jurisdiction of juvenile court. Changes punishment for releasing all or part of expunged record from misdemeanor to violation punishable by maximum of $2,000 fine. Modifies process for access to counsel for persons seeking to file application for expunction of juvenile records. Directs Oregon Youth Authority, in collaboration with county juvenile departments and Judicial Department, to submit report and recommendations for legislation regarding juvenile expunction process to interim committees of Legislative Assembly relating to juveniles. Appropriates moneys from General Fund to Oregon Youth Authority to distribute to juvenile departments for certain expunction activities. ] Takes effect on 91st day following adjournment sine die.
