Relating to mental health services parity.

Requires insurers to reimburse mental health professionals at the same rate as physicians and other mental health professionals for the same services. Requires insurers to treat certain mental health professional claims in the same way as claims from other health professionals. Exempts certain statutes from sunset provisions.

Relating to workforce requirements for public improvements constructed by educational institutions; prescribing an effective date.

Adds school districts[ , education service districts and public charter schools ] that apply for and receive a matching fund grant from the Department of Education to the definition of "qualifying agency" for the purpose of applying apprenticeship requirements in connection with constructing public improvement projects. [ Specifies demonstrations that contractors must make to a qualifying agency as part of the qualifying agency's responsibility determination. Specifies exemptions for contractors that enter into project labor agreements with school districts ] Provides that school districts that are qualifying agencies must retain in the school district general fund the amount of any reduction in payment to a contractor as a consequence of the contractor's failure to meet apprenticeship requirements . Takes effect on the 91st day following adjournment sine die.

Relating to gun dealer licenses; prescribing an effective date.

] Establishes a state gun dealer licensing program. Requires a license for specified dealers selling firearms, frames, receivers and unfinished frames and receivers beginning [ January ] July 1, 2027, [ or October 15, 2027, for certain federal firearms licensees ] and for all other dealers, beginning July 1, 2028 . Authorizes the Department of Justice to establish licensing fees. Specifies eligibility criteria for obtaining the license. Directs the department to conduct licensee inspections. Specifies circumstances that result in license suspension or revocation or the imposition of a civil penalty. Directs the department to adopt rules concerning licensee employee training, the storage of firearms and ammunition by licensees and other security requirements. Requires licensee employee background checks and specifies requirements for recordkeeping. Punishes the selling of a firearm by a dealer without a license by a maximum of five years' imprisonment, $125,000 fine, or both. Directs the department to submit an annual report on the licensing program to the Legislative Assembly. Establishes the Firearm Dealer License Fund. Requires a transferor at a gun show to hold a state license. Appropriates moneys to the Department of Justice for the licensing program. [ Declares an emergency, effective on passage. ] Takes effect on the 91st day following adjournment sine die.

Relating to restrictions on 340B covered entities.

Creates a civil penalty for drug manufacturers that interfere directly or indirectly with certain entities acquiring 340B drugs, delivering 340B drugs to certain health care providers or dispensing 340B drugs. Creates a civil penalty for drug manufactures that require certain entities to submit utilization review data as a condition of acquiring, delivering or dispensing 340B drugs.

Relating to organizations that provide services related to obtaining prescription drugs; and prescribing an effective date.

Includes pharmacy services administrative organizations within the definition of pharmacies for the purpose of ensuring that pharmacy benefit managers are subject to laws regulating their activities even if their contracts are with pharmacy services administrative organizations. Requires pharmacy services administrative organizations to register with the Department of Consumer and Business Services as third party administrators. Specifies exemptions from the registration requirement. Takes effect on the 91st day following adjournment sine die.

Relating to five-needle protocol; and prescribing an effective date.

Defines "five-needle protocol." [ Allows an individual with required training to provide the five-needle protocol and exempts the individual from the requirement to obtain a license to practice acupuncture. ] Allows the Oregon Medical Board to establish a registry of individuals who are qualified to provide the five-needle protocol. Provides that only an individual included on the registry may provide the five-needle protocol. Creates an exception. Exempts an individual included on the registry from the requirement to obtain a license to practice acupuncture. Takes effect on the 91st day following adjournment sine die.

Relating to certifications required for work with fenestration systems in public buildings; and prescribing an effective date.

Requires a contractor, as a condition of receiving public funds to install, repair or remodel a fenestration product or system in a public building, to have a national certification as a glazing contractor and at least one employee that has a national certification as an architectural glass and metal technician. Takes effect on the 91st day following adjournment sine die.
