Requires drive-through restaurants to provide a garbage can within 15 feet of a service window for customers to dispose of garbage from a motor vehicle after purchasing food or drink from the drive-through restaurant.
Requires the Housing and Community Services Department to amend specified down payment assistance programs to increase eligibility by January 1, 2026. Amends department home ownership programs to expand eligibility to moderate income households. Takes effect on the 91st day following adjournment sine die.
Directs the State Parks and Recreation Department to exercise good-faith efforts to enter into an agreement with the United States Department of the Interior's Bureau of Reclamation and Bureau of Land Management to establish and implement an access fee for use of Owyhee Lake Road. Provides for certain minimum terms of the agreement.
Requires the State Department of Energy to study electrical transmission. Directs the department to submit findings to the interim committees of the Legislative Assembly related to energy not later than September 15, 2026. Sunsets on January 2, 2027.
Permits the testing of highly automated vehicles on highways of this state under certain circumstances. Prescribes the testing permit application requirements. Directs automated vehicle manufacturers to obtain additional umbrella liability insurance policies prior to testing. Directs the Department of Transportation to adopt rules for the testing of highly automated vehicles on the highways of this state. Permits the department to grant automated vehicle manufacturers that are testing highly automated vehicles exemptions to state equipment requirements. Imposes a civil penalty for testing a highly automated vehicle without a testing permit. Requires automated vehicle manufacturers to provide to the department reports on collisions and necessary disengagements that involve highly automated vehicles. Creates the offense of testing a highly automated vehicle without a testing permit or sticker. Punishes by a maximum fine of $500. Defines "testing operator" to include both an onboard operator and a remote operator of a highly automated vehicle. Requires a testing operator to monitor the operation of a test vehicle at all times and to be prepared to take control of the test vehicle if necessary. Identifies the testing operator as the operator or driver of a highly automated vehicle for purposes of certain provisions. Exempts persons testing highly automated vehicles without an onboard operator on highways of this state from certain provisions of the Oregon Vehicle Code if the manufacturer has a valid testing permit. Directs the department to submit a report on the performance of highly automated vehicle technologies to the interim committees of the Legislative Assembly related to transportation not later than November 15, 2032. Takes effect on the 91st day following adjournment sine die.
Appropriates moneys from the General Fund to the Department of Corrections for purpose of funding the advanced esthetics program at the Coffee Creek Correctional Facility. Declares an emergency, effective July 1, 2025.

Directs the Oregon Criminal Justice Commission to establish a program to provide legal services to assist adults in custody who are serving sentences at the Coffee Creek Correctional Facility. Directs the commission to grant funds to the Oregon Justice Resource Center for purposes of the program. Directs the commission and center to evaluate the program and report to an interim committee of the Legislative Assembly related to corrections no later than September 15, 2026. Sunsets December 31, 2027. Declares an emergency, effective on passage.
Requires the State Department of Energy to study avoided costs paid to qualifying facilities under the federal Public Utility Regulatory Policies Act compared with the costs incurred by investor-owned utilities to acquire or maintain renewable energy generation facilities. Directs the department to submit its findings to the interim committees of Legislative Assembly related to energy no later than September 15, 2026. Requires state agencies, to the extent permitted by laws relating to confidentiality, to furnish information and advice necessary for the department to complete the study. Sunsets January 2, 2027.
Establishes the Task Force on Eelgrass Resources. Provides duties of the task force and directs the task force to submit a report to the Legislative Assembly no later than September 15, 2027. Declares an emergency, effective on passage.
