Relating to rail; prescribing an effective date.

Creates the Oregon Rail Department. Creates the State Rail Board. Transfers the duties and functions of the Department of Transportation relating to rail to the Oregon Rail Department. Takes effect on the 91st day following adjournment sine die.

Relating to small-scale renewable energy; prescribing an effective date.

Requires 10 percent of the electricity sold in this state by each electric company that makes sales to 25,000 or more retail electricity consumers to be generated by small-scale renewable energy facilities or certain biomass facilities. Takes effect on the 91st day following adjournment sine die.

Relating to income information provided to students in higher education.

Requires an institution of higher education to provide specified information related to a realistic expectation of income for an individual in a field related to the degree the student seeks to obtain.

Relating to the application of fertilizer.

Requires persons with ownership interests in at least 200 acres of irrigated land used for agriculture to annually report information about fertilizer application to the State Department of Agriculture. Authorizes the department and the Department of Environmental Quality to take certain actions related to the information. Directs the State Department of Agriculture to report on the information to committees or interim committees of the Legislative Assembly related to agriculture on or before September 15 of each odd-numbered year. Authorizes the imposition of civil penalties for a violation.

Relating to mandatory overtime.

Permits employees of residential training homes to refuse to work an additional mandatory overtime shift scheduled by the employer when the employee has already worked a mandatory overtime shift in the same month. Prohibits residential training home employers from requiring an employee to take unpaid leave or use paid time off to make up for refusing to work the additional overtime shift, or from taking any adverse employment action against the employee.

Relating to reusable beverage containers.

Requires a distributor cooperative to implement a managed system for reusable beverage containers that achieves certain sales and return rates. Requires certain beverage container dealers to provide shelf space for reusable beverage containers.

Relating to the Early Childhood Education Workforce Development Fund; declaring an emergency.

Establishes the Early Childhood Education Workforce Development Fund and appropriates moneys in the fund to the Higher Education Coordinating Commission to provide funding to community colleges and public universities in this state that offer [ early childhood education degrees and certificates ] on-the-job training for students enrolled in early care and education or related degree or certificate programs . Declares an emergency, effective July 1, 2025.
