[ Directs ] Authorizes the Water Resources Commission to encourage and approve voluntary agreements between ground water users in the Greater Harney Valley Groundwater Area of Concern to achieve reasonably stable ground water levels. Takes effect on the 91st day following adjournment sine die.
Proposes an amendment to the Oregon Constitution to require that primary election ballots must contain the names of all candidates of any political party affiliation for specified offices. Provides that a registered elector in this state may not be denied the right to vote in any primary election in this state solely because that elector is registered as unaffiliated with any political party. Permits a political party to decline to participate in a primary election, subject to certain requirements. Designates a minor political party. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Increases the salaries of state court judges. Provides that the Chief Justice of the Supreme Court has authority to take actions and establish rules that promote judicial accountability and fair and accessible justice services. Declares an emergency, effective on passage.
Requires the Housing and Community Services Department to develop a senior housing development initiative. Transfers moneys from the Senior Property Tax Deferral Revolving Account to be used for the initiative. Requires the Department of Revenue to annually review the account, beginning in 2027, for estimated excess funds to transfer to the [ Elderly and Disabled Housing Fund ] General Housing Account for the initiative. Sunsets July 1, 2031. Provides that projects funded by the Elderly and Disabled Housing Fund remain eligible for affordable housing tax credits.
Requires, for each dwelling unit rented by a landlord for which the source of drinking water is an exempt well in a ground water quality management area, that the landlord collect and test samples of drinking water from the dwelling unit for arsenic, coliform bacteria, lead and nitrates. Requires the Oregon Health Authority to adopt implementation rules. Becomes operative on January 1, 2027.
Requires courts to delay residential eviction trials for nonpayment until at least 90 days following [ approval of ] defendants' motion and declaration regarding their health-related social needs housing supports. Requires the Judicial Department to make conforming updates to the nonpayment termination notice. Becomes operative on September 1, 2025. Sunsets on September 28, 2027. Requires the Housing and Community Services Department to prioritize housing funding for children under 12 months of age and to annually report to the interim committees of the Legislative Assembly related to housing on the rate of children experiencing unsheltered homelessness. Declares an emergency, effective on passage.
Directs the Public Utility Commission to consider the cumulative economic impact of an electric or natural gas company's proposed residential rate or schedule of rates. Requires an electric or natural gas company to file an analysis of the cumulative economic impact on the company's residential rate payers if the company's return on equity is subject to review and modification. Authorizes the commission to adjust rates to mitigate an increase in residential customer rates if the increase would affect the ability of customers to maintain adequate utility services. Prohibits any increase in residential rates from taking effect from November 1 to March 31. Directs the commission to require an electric or natural gas company to establish a multiyear rate plan for certain rate revisions. Prohibits, until January 2, 2027, or the date the commission adopts rules regarding multiyear rate plans, certain rate increases from taking effect within 18 months from the date of the last rate increase. Authorizes a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses incurred or to be incurred by the public utility associated with certain capital investments, retiring a generation asset, environmental remediation or an event in which the availability of electricity or natural gas within a regional energy market is significantly constrained. Requires an electric or natural gas company to provide and make public a visual representation of cost categories included in the company's residential customer rates and a report on any rate adjustments the company expects within the next 12 months. Declares an emergency, effective on passage.
Establishes the Task Force on Tribal Consultation 2025 and specifies the task force membership. Requires the task force to identify and clarify requirements of state agencies to engage in tribal consultation. Requires the task force to report findings and recommendations on tribal consultation to an interim committee of the Legislative Assembly related to government by September 15, 2026. Sunsets December 31, 2026. Declares an emergency, effective on passage.
Increases boating fees and deposits moneys into the Aquatic Invasive Species Prevention Fund. Provides that a waterway access permit is required while operating a nonmotorized boat of any length. Creates exceptions.
