Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.

Requires specified health care practitioners to perform suicide risk assessment on patient prior to initial prescription of drug intended to treat mental illness and prior to adjusting dosage of drug intended to treat mental illness. Requires specified health care practitioners to complete suicide prevention continuing education once each year. Takes effect on 91st day following adjournment sine die.
Renames Port of Newport as Oregon International Port of Newport. Provides that commissioners of port are appointed by Governor for staggered two-year terms. Sets forth qualifications for commissioners. Provides that currently serving commissioners shall complete their terms unless earlier discharged by Governor.
