Requires cities with population greater than 10,000 or within Metro to allow duplexes in lands zoned for single-family dwellings within urban growth boundary. Requires Metro counties and cities and cities with population greater than 25,000 to allow middle housing in lands zoned for residential uses within urban growth boundary. Requires Land Conservation and Development Commission to draft model ordinances. Requires cities and counties to amend their comprehensive plan and land use regulations to conform with requirements or to directly apply model ordinance developed by commission. Appropriates moneys to Department of Land Conservation and Development to provide technical assistance to local governments in implementing middle housing regulations and to plan improvement of urban services supporting middle housing. Requires local governments to support density expectations with findings when updating regulations to accommodate housing need. Requires cities to include number of permits issued and units produced of accessory dwelling units and middle housing in report to Department of Land Conservation and Development. Requires Department of Consumer and Business Services to establish alternate approval standards for low-rise middle housing conversions. Requires department to report on rules and standards to an interim committee of the Legislative Assembly by January 1, 2020. Prohibits enforcement of new restrictions that would prohibit the construction of middle housing in governing documents for planned communities or instruments conveying ] affecting title to real property. Prohibits conditioning approval of accessory dwelling unit within urban growth boundary on off-street parking availability or owner occupancy. Declares emergency, effective on passage.

Modifies provisions of state law regarding custody of children or youth who have run away from home or placement to apply to all runaways. Modifies standards for taking child into protective custody with or without court order. Permits application for protective custody order by declaration or sworn oral statement. Permits person conducting child abuse investigation involving child with suspicious physical injuries to take child into protective custody only for period of time necessary to ensure that child is immediately photographed and, within 48 hours, assessed by medical professional.
Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon and lack access to affordable dental coverage. Specifies eligibility requirements for program and duties of authority in administering program. ] Appropriates moneys to Department of Consumer and Business Services to contract with vendor to conduct demographic study of dental needs and geographic distribution of COFA citizens in this state and to issue request for information to gauge interest and determine capacity of dental care organizations to provide oral health care to COFA citizens. Requires department to report to interim committees of Legislative Assembly related to health, no later than April 15, 2020, findings of study and cost of administering program to provide oral health care to COFA citizens residing in this state. Declares emergency, effective on passage.
Allows option to obtain title, but not registration, from Department of Transportation for recreational vehicle qualifying as park model recreational vehicle and meeting other criteria. Provides that recreational vehicle having title issued by Department of Transportation does not qualify as structure. Requires owner to surrender Department of Transportation title for recreational vehicle if converting recreational vehicle to use as structure. Makes recreational vehicle converted to use as structure subject to state building code. Requires seller of new recreational vehicle to provide purchaser with written information listing specified living area systems. Requires that information state for each listed system whether items or components comprising system are covered by warranty and, if so, extent and length of warranty. Removes recreational vehicle construction from regulation by Department of Consumer and Business Services. Changes definition of "recreational vehicle."
Declares purpose of Critical Incident Review Teams. Defines "critical incident." Directs Department of Human Services to assign team within seven ] 10 days after department becomes aware of critical incident. Modifies membership of team. Directs department to publish certain information regarding teams on department's website. Modifies deadlines by which department shall publish team report. Modifies report requirements. Provides that statements in final report or document created during critical incident review process are inadmissible in civil or administrative proceedings. Declares emergency, effective on passage.
Transfers from Department of Human Services to Oregon Community Foundation responsibility for administering Fairview housing trust. Transfers unexpended balance of moneys in Community Housing Trust Account to Oregon Community Foundation for purpose of providing housing to individuals with intellectual disabilities or other developmental disabilities or providing financial assistance to housing or care providers that provide community housing to individuals with intellectual disabilities or other developmental disabilities . Requires Oregon Council on Developmental Disabilities to appoint advisory committee to advise and consult with Oregon Community Foundation in making expenditures of moneys transferred to foundation from Community Housing Trust Account. Requires Oregon Community Foundation to annually report to department balance remaining of moneys transferred and uses for expenditures of funds. Requires foundation to repay to department moneys used for unauthorized purpose.
Modifies culpable mental state for crime of unauthorized use of a vehicle when person takes, operates, exercises control over or otherwise uses vehicle, boat or aircraft without consent of owner.
Directs Oregon Health Authority to design, implement and maintain voluntary statewide program to provide nurse home visiting services to families with infants up to six months of age. Specifies desired outcomes and services. Requires authority to adopt rules specifying criteria for coverage of newborn nurse home visiting service coverage by health benefit plans. Requires health benefit plans to cover nurse home visiting services to enrollees with newborns without cost-sharing. Takes effect on 91st day following adjournment sine die.
Modifies ] Reduces length of time of parental desertion or abandonment of child resulting in forfeiture of parent's intestate share of child's estate and ] or parent's interest in property transferred from child to parent by transfer on death deed in parental forfeiture action to one year if person who would benefit from forfeiture is child or sibling of deceased child or three years for all others . Modifies burden of proof in parental forfeiture action to preponderance of evidence if person who would benefit from forfeiture is child or sibling of deceased child . Extends deadline for commencing parental forfeiture action to no later than one year after decedent's date of death if notice to interested persons not published. Prohibits parent or stepparent who abandoned child from receiving damages for wrongful death of child. Declares emergency, effective on passage.
