Modifies the meaning of "sexually explicit conduct" for certain crimes involving children. Directs the Oregon Criminal Justice Commission to classify invasion of personal privacy in the first degree as a crime category 8 on the sentencing guidelines grid when the victim is a minor. Takes effect on the 91st day following adjournment sine die.

Requires the Housing and Community Services Department to disburse moneys to Community LendingWorks to provide grants to purchase housing in Clackamas County that will be made available through a community land trust as affordable housing to first-time home buyers. Appropriates moneys for this program. Takes effect on the 91st day following adjournment sine die.

Establishes the E-Oregon Task Force for the purposes of evaluating potential solutions and methods for creating a coordinated electronic portal or portals that create a common pathway for residents of this state to apply for and receive licenses, registrations, certifications, identification cards and other credentials or permits necessary for engaging in business or other common transactions in this state. Requires the identified solution to organize and reduce the complexity of interactions with state and local agencies that are now required to engage in business or undertake many common tasks that require official permission, grouping similar or related tasks into straightforward and streamlined procedures and protecting and enhancing information security and privacy where appropriate. Declares an emergency, effective on passage.

Directs the Oregon Department of Administrative Services to issue a grant to Clackamas County for infrastructure improvements in the Sunrise Corridor. Allocates lottery revenues to the department for the grant. Takes effect on the 91st day following adjournment sine die.

Requires the State Department of Energy to coordinate with other organizations, conduct outreach, establish a statewide navigation and support system , identify and address gaps and overlaps between programs and provide information in multiple languages, as part of the department's single resource for providing information and assistance related to available energy efficiency incentives and programs. Requires the department , to the greatest extent possible, to create a statewide clearinghouse for energy and energy efficiency incentive programs that uses a single, universal application form and application process. Requires the department to coordinate with and encourage other incentive and program providers to participate in the statewide clearinghouse. Requires entities to use best practices to maintain the confidentiality and security of information and data as required by law.

Expands the requirement to discuss class size and caseload as mandatory subjects of bargaining for purposes of school district collective bargaining. Takes effect on the 91st day following adjournment sine die.

Establishes the Task Force on Licensed Health Care Services in Oregon Schools. Directs the task force to examine the employment duties for licensed health care providers employed by schools, school districts and education services districts. Requires the task force to report to the interim committees of the Legislative Assembly related to education not later than September 15, 2026. Sunsets on December 31, 2026. Takes effect on the 91st day following adjournment sine die.
