Establishes the Task Force on Eelgrass Resources. Provides duties of the task force and directs the task force to submit a report to the Legislative Assembly no later than September 15, 2027. Declares an emergency, effective on passage.

Requires the sentencing court to consider as mitigation evidence whether the defendant was subjected to domestic violence that was ongoing when the criminal behavior occurred and was a significant factor in the criminal behavior, and the criminal behavior was directed against the domestic violence perpetrator. Provides that such evidence constitutes substantial and compelling reasons justifying a downward departure sentence. Authorizes the court to impose a lesser sentence even if there is a mandatory minimum sentence or a sentence otherwise required by law. Takes effect on the 91st day following adjournment sine die.
Urges the President and Congress to deploy National Guard troops overseas only if the deployment is expressly authorized by the United States Constitution.
Directs the Department of Education to implement a method to be used by school districts and education service districts to record school workplace safety incidents.
Directs the Department of Veterans' Affairs to develop a program under which the department, pursuant to contracts with financial institutions, provides loan or credit guarantees for qualified veterans for the purpose of refinancing existing home mortgages on veterans' primary residences. Establishes the Veterans Refinancing and Reintegration Services Fund. Appropriates moneys in the fund to the department. Prohibits the department from paying amounts due under a loan or credit guarantee agreement from any source other than available funds in the Veterans Refinancing and Reintegration Services Fund. Provides that amounts due and payable under an agreement do not constitute a debt, or a lending of credit, of the state. Authorizes financial institutions to exercise rights against the security if there are insufficient available funds to pay amounts due under a loan or credit guarantee agreement. Directs the Oregon Department of Administrative Services to include in the Governor's budget request to the Legislative Assembly for each fiscal period amounts sufficient to permit the payment of amounts due on unpaid loan and credit guarantees for that fiscal period.
Transfers to the Oregon Criminal Justice Commission the responsibility to develop a formula for the distribution of grant funds to counties for deflection programs. Prescribes the factors that the formula must take into account. Declares an emergency, effective on passage.
