Relating to billing for anatomic pathology services; prescribing an effective date.

Prohibits physician or clinical laboratory from delivering claim, bill or other demand for payment for anatomic pathology services other than to patient, insurer or third-party payer, public health clinic or nonprofit health clinic or government agency responsible for paying for patient's medical care or anatomic pathology services. Becomes operative on January 1, 2022. Takes effect on 91st day following adjournment sine die.

Relating to legal services for adults in custody; declaring an emergency.

Extends sunset of pilot program for provision of legal services to adults in custody serving sentences at Coffee Creek Correctional Facility. Appropriates moneys from General Fund, for biennium beginning July 1, 2021, to Oregon Criminal Justice Commission for purposes of funding program. Declares emergency, effective July 1, 2021.

Relating to the state song for Oregon; declaring an emergency.

Directs Secretary of State to create public process to develop state song to replace "Oregon, My Oregon" as state song. Requires secretary to design process to ensure broad public participation from Oregonians of all backgrounds, races and ethnicities and to ensure access to resources to assess historical accuracy of proposed song lyrics. Requires secretary to report to Legislative Assembly on progress in developing successor state song no later than September 15, 2022. Declares emergency, effective on passage.

Relating to long term care.

Requires Department of Human Services to study and make recommendations to interim committees of Legislative Assembly, no later than September 15, 2022, for legislative changes needed to increase access to long term care for all Oregonians. ] Sunsets January 2, 2023. ] Requires Department of Human Services, in collaboration with Oregon Health Authority, to adopt by rule specified requirements to ensure that skilled nursing facilities, residential care facilities and facilities with memory care endorsements have appropriate resources to prepare for and respond to public health emergencies. Requires department to adopt rules requiring facilities to have isolation prevention plan as part of facility's emergency response plan. Requires department to develop and update long term care rapid response plan for department staff. Requires department to provide financial assistance to facilities to purchase equipment necessary to respond to public health emergency. Creates Long Term Care Emergency Preparedness and Response Team in department to advise and consult with department in matters related to emergencies. Specifies membership. Requires department to develop training for local public health authorities in understanding responsibilities of long term care facilities and needs of residents in skilled nursing facilities, intermediate care facilities, residential care facilities and facilities with memory care endorsements. If on-site inspection is foreclosed by public health emergency, requires department to conduct virtual inspection by electronic means of long term care facilities, residential care facilities, residential training facilities and residential training homes, including facilities with memory care endorsements.

Relating to universal representation; declaring an emergency.

Establishes universal representation program in Oregon Department of Administrative Services. Directs department to contract with nonprofit organization to serve as fiscal agent to award grants to organizations providing services related to universal representation of persons in immigration matters. ] Appropriates moneys to department to implement program. ] Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Office. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys to department for purposes of deposit in fund. Appropriates moneys to Judicial Department for purposes of transfer to Oregon State Bar. Declares emergency, effective on passage.

Relating to payments for workers affected by COVID-19; declaring an emergency.

Requires Department of Consumer and Business Services to develop and implement programs to make one-time payments directly to certain workers as incentive payments to return to work or as worker retention payments for workers who were frontline essential workers during first year of COVID-19 pandemic. Declares emergency, effective on passage.
