Requires Oregon Health Authority to establish or contract for establishment of statewide mental health crisis support access line to facilitate specified services for individuals experiencing behavioral health crises. Declares emergency, effective on passage.
Creates family and medical leave insurance program to provide employee who is eligible for coverage with portion of wages while employee is on family and medical leave or military family leave. Requires employer and employee contributions to fund program. Allows self-employed individuals and tribal government employers to opt into program. Directs Director of Department of Consumer and Business Services to determine contribution amounts and weekly benefit amounts. Establishes Family and Medical Leave Insurance Fund and continuously appropriates moneys in fund to Department of Consumer and Business Services for purposes of Act. Protects eligible employee's position of employment with employer while employee is on leave if employee has been employed with employer for minimum of 90 days before commencing leave. Prohibits employer from retaliating against employee who invokes program and from interfering with employee rights under program. Establishes right of employee for civil action for certain employer violations. Amends Oregon family leave law to allow for leave after employee has been employed for 90 days with employer and to extend length of leave taken for bereavement. Directs department to administer collection of, and reporting requirements for, payroll contributions. Requires director to work with other agencies and promulgate rules for administration of program. Establishes requirements for director to submit initial report to interim committees of Legislative Assembly no later than September 15, 2021. Beginning September 15, 2022, requires director to report to committees on September 15 of every even-numbered year thereafter. Requires department to conduct study regarding implementation of program with regard to self-employed individuals and tribal governments opting into program. Becomes operative on January 1, 2021. Provides that eligibility provisions and provisions related to elective coverage for self-employed individuals and tribal governments become operative on January 1, 2023. Takes effect on 91st day following adjournment sine die.
Requires Oregon Health Authority to design and, with federal approval, implement ] program to import wholesale prescription drugs from Canada. Specifies conditions and requirements. If authority estimates program to produce cost savings for Oregon consumers, requires authority to seek federal approval and, with federal approval, to implement program. Authorizes administrator of Oregon Prescription Drug Program to contract with pharmacy benefit manager and to establish state-managed wholesale or retail drug distribution or dispensing system. Requires that , to extent provided by Oregon Liquor Control Commission rules, if wine labeled with American viticultural area in Oregon is labeled with single grape variety as type designation, wine must meet specified content requirements. Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Establishes default content requirement for wines not subject to other content requirements. Applies ] Makes content requirements applicable to wine labeled on or after January 1, 2023. Requires health outcome and quality measures adopted by Health Plan Quality Metrics Committee to include hospital measures and to be applied to health benefit plans sold in this state, not to only health benefit plans sold through health insurance exchange or covering public employees. ] Requires insurers offering health benefit plans in this state to use health outcome and quality measures adopted by committee in insurers' quality assessment program. ] Requires Oregon Health Policy Board, no later than January 1, 2021, to align statewide strategic plan for collection and use of health care data with health outcome and quality measures adopted by committee. ] Renames Health Plan Quality Metrics Committee of Oregon Health Policy Board to Health Quality Metrics Committee and expands membership to include member with expertise in oral health and dental care, member representing rural hospitals and member representing insurers that offer health benefit plans to small employers. Changes terminology from "health outcome and quality measures" to "measures of health outcomes and health care quality." Extends application of measures of health outcomes and health care quality to health benefit plans and hospital services.

Directs administrator of Oregon Prescription Drug Program to cooperate with State of California in bulk purchase of prescription drugs. Requires administrator to solicit cooperation from California no later than December 31, 2019, and to report to interim committees of Legislative Assembly by December 1 of each year, beginning in 2020, on California's response to solicitation. Declares emergency, effective on passage.
Allows pharmacist or pharmacy technician to transfer drug containing pseudoephedrine without prescription to person who is at least 18 years of age and presents person's valid government-issued photo identification. Requires pharmacist or pharmacy technician, prior to transfer, to submit specified information into electronic system designed to prevent illegal transfer of drugs containing pseudoephedrine. Requires pharmacist or pharmacy technician to record specified information about transfer of drug containing pseudoephedrine. Specifies maximum amount of pseudoephedrine that person may receive without prescription. Establishes storage requirements for drug containing pseudoephedrine. Clarifies that measure does not apply to drugs transferred pursuant to prescription. Punishes violation by 364 days' imprisonment, $6,250 fine, or both. ] Allows pharmacist to prescribe and dispense pseudoephedrine to person who is at least 18 years of age and who provides to pharmacist person's valid government-issued photo identification. Requires pharmacist to query prescription monitoring program prior to prescription and dispensation. Limits amount of pseudoephedrine person may receive. Allows State Board of Pharmacy to adopt rules. Removes provision subjecting records of specified transactions to inspection by board and law enforcement agencies. Becomes operative January 1, 2020.
