Modifies definitions of "primary care" and "total medical expenditures" for purpose of reports on spending for primary care by insurance carriers, Public Employees' Benefit Board, Oregon Educators Benefit Board and coordinated care organizations. Requires all ] carriers , providing specified health insurance ] Public Employees' Benefit Board, Oregon Educators Benefit Board and coordinated care organizations to report on spending anticipated in upcoming year on primary care , and ] on use of alternative payment methodologies for reimbursing costs of primary care and on percentage of spending on primary care that uses alternative payment methodologies . Requires Department of Consumer and Business Services and Oregon Health Authority to prescribe by rule percentage of primary care expenditures that must be reimbursed using alternative payment methodologies.

Removes ability of parent to decline required immunizations against restrictable diseases on behalf of child for reason other than child's indicated medical diagnosis. Allows child who is not immunized or exempt for reason of indicated medical diagnosis to attend school that provides education program through online courses. Prohibits child from attending in-person ] in person specified school-related activities ] events, meetings and opportunities . Defines "restrictable diseases." Allows Oregon Health Authority to recommend additional diseases against which children may be immunized. Directs boards that regulate certain licensed health care practitioners to review documents completed by licensed health care practitioners granting exemptions from immunization requirements because of indicated medical diagnosis. Defines "licensed health care practitioner." Requires boards to report annually to authority on results of review. Requires authority to report annually to Legislative Assembly on reports submitted by boards. Directs Oregon Health ] authority to establish outreach and education plan regarding disease control in schools. Allows child who is not immunized to continue attending school in person until August 1, 2020. Declares emergency, effective on passage.
Requires carrier to offer, in at least 25 percent of carrier's health benefit plans at each coverage level, flat dollar copayments that meet specified criteria for prescription drug coverage. Requires carriers to report annually to Department of Consumer and Business Services specified information about changes to formulary, cost sharing and utilization controls for prescription drugs.
Appropriates moneys to Oregon Military Department to expand and increase access to statewide 2-1-1 system. Declares emergency, effective July 1, 2019.
Creates Help In Cutting Costs for Unusual Pharmaceuticals program in Oregon Health Authority to reimburse high costs incurred by persons in this state to purchase certain pharmaceutical products. Requires Department of Revenue to transfer specified amount of corporate excise taxes paid on Oregon sales of pharmaceutical products by pharmaceutical manufacturers doing business in Oregon to pay for administration of program.
Prohibits carriers offering health benefit plans from making specified changes to prescription drug formulary during plan year.
Imposes requirements on outpatient dialysis treatment facility, or entity that has financial interest in outpatient dialysis treatment facility, that pays health insurance premiums for patients of outpatient dialysis treatment facility.
Requires insurance coverage of pelvic examinations and Pap smear examinations to include reimbursement for medical devices and items that clinician determines best suit needs of patient.
Prohibits possession of large-capacity magazine 180 days after effective date of Act. Specifies manner in which person must alter or dispose of large-capacity magazine currently possessed by person. Prohibits use of large-capacity magazine upon effective date of Act. Exempts law enforcement and military personnel from prohibition in specified circumstances. Requires report of loss or theft of unaltered large-capacity magazine. Provides immunity from prosecution for possession or transfer of magazine if report made as required. Requires counties to develop community mental health action plans to identify and address mental health concerns. Not later than January 1, 2021, requires counties to submit community mental health action plans to Oregon Health Authority. Directs authority to submit report to Legislative Assembly.
