Relating to the use of ranked choice ballots for presidential nominations.

Requires that Secretary of State provide official Military or Overseas Elector Ballot for Presidential Nominating Contests that permits military or overseas electors to rank candidates for party nomination for President of United States by order of preference. Applies to presidential primary elections occurring on or after January 1, 2024.

Relating to foster home certifications.

Requires Department of Human Services to complete investigations regarding applications for certificates to operate foster homes for care of children under 21 years of age no later than 120 days after department receives application. Requires Oregon Youth Authority to complete investigations regarding applications for certificates to operate foster homes for youth offenders no later than 120 days after youth authority receives application.

Relating to alcoholic beverages.

Identifies types of businesses eligible to deliver distilled liquor, malt beverages, wine or cider to person taking possession at residential address for personal or social use. Creates for-hire carrier ] alcohol delivery service permit. Authorizes permit holder to provide Internet or mobile applications for use by eligible business to sell alcoholic beverages to person for personal or social use. Authorizes permit holder to ] Provides means for dispatching drivers to deliver alcoholic beverages from eligible business to person taking possession at residential address for personal or social use. Creates common carrier permit for commercial transporters of goods. Authorizes permit holder to deliver malt beverages, wine and cider shipped by holder of direct shipper permit to person taking possession at residential address for personal or social use.

Relating to grants for early childhood programs; prescribing an effective date.

Establishes Early Childhood Equity Fund. Authorizes Early Learning Division to make grants from fund for purpose of supporting culturally specific early learning, early childhood and parent support programs in this state and to promote capacity of culturally specific organizations to deliver programs . Takes effect on 91st day following adjournment sine die.

Relating to student behavior; declaring an emergency.

Requires school district to report on number of incidents during which students of classroom were removed from classroom because other student in classroom was acting in manner that would threaten to cause harm to student, to injure other person or to damage school property. Sunsets requirement on December 31, 2025. Directs school districts to identify number and type of injuries sustained by employees from students. ] Directs Department of Education to conduct study to investigate options for sharing best practices related to improving student behaviors. Declares emergency, effective July 1, 2019.

Relating to school assessments.

Allows school district and public charter school to implement nationally recognized high school assessment in mathematics, science or English if assessment complies with specified criteria.
