Relating to procedures for hostile education environments; declaring an emergency.

Directs State Board of Education to adopt by rule complaint process to report school district policy in violation of state law prohibiting harassment, intimidation, bullying and cyberbullying. Directs board to adopt rules relating to complaint investigation and standards to determine whether school district policy prohibiting harassment, intimidation, bullying and cyberbullying complies with and is applied in accordance with state law. Directs Department of Education to establish system to track number of reported incidences of harassment, intimidation, bullying or cyberbullying that occur in each school district. Declares emergency, effective July 1, 2019.

Relating to incarceration.

Requires incarceration facilities to provide tampons, sanitary napkins and undergarments to female persons in custody at no charge. Requires local correctional facilities to maintain barrier between male and female confined detainees and prisoners. Imposes restrictions on restraint of pregnant persons in custody. Requires release of certain pregnant persons to participate in residential substance abuse treatment program. Allows deduction from term of sentence for days of participation in substance abuse treatment program and certain acts of extraordinary merit.

Relating to income tax subtractions for student loan payments; prescribing an effective date.

Allows personal income and corporate excise taxpayers to subtract from taxable income amounts paid as principal of or interest on qualified education loans, if borrower is taxpayer or spouse, or dependent or employee of taxpayer. Reduces amount of allowed subtraction by amounts of interest deducted on federal return. Applies to interest paid in tax years beginning on or after January 1, 2019, and before January 1, 2025. Takes effect on 91st day following adjournment sine die.

Relating to disclosure of tax returns for candidates for federal office.

Requires candidate for President or Vice President of United States, in order to appear on general election ballot or in general election voters' pamphlet, to provide Secretary of State with copy of candidate's federal income tax returns for five years preceding year of general election and with written consent for public disclosure of tax returns. Prohibits elector in Oregon who is part of electoral college from voting for candidate who fails to provide tax returns or written consent.

Relating to promoting prostitution.

Modifies crime of promoting prostitution to include knowingly recruiting, persuading or encouraging, or attempting to recruit, persuade or encourage, another person to engage in prostitution. Punishes by maximum of 5 years' imprisonment, $125,000 fine, or both.
