Converts mandatory minimum sentences for specified felonies other than murder to presumptive sentences. Authorizes court to impose greater or lesser sentence according to sentencing guidelines of Oregon Criminal Justice Commission. Authorizes person receiving presumptive sentence to be eligible for certain programs and sentence reductions.
Authorizes federal firearms licensee to enter into firearm hold agreement with firearm owner. Provides immunity from liability for licensee to store and return firearm pursuant to firearm hold agreement except in specified circumstances. Directs Oregon Health Authority to establish grant program to fund storage of firearms pursuant to firearm hold agreement. Appropriates moneys to authority to fund grants. Requires that training course for concealed handgun license include use of firearm hold agreements for firearm suicide prevention.

Establishes ranked choice voting as voting method for selecting winner of nomination for and election to nonpartisan state offices and county and city offices except where home rule charter applies. Establishes ranked choice voting as voting method for selecting winner of nomination by major political parties for federal and state partisan offices.
Provides that, beginning on January 1, 2026, annual salary or wages paid to officer or employee of certain state agencies may not exceed 10 times lowest annual salary or wages paid to full-time officer or employee of agency. Requires certain agencies, including agencies not subject to limit on salary and wages, to report to Legislative Fiscal Officer.
Prohibits public universities from charging tuition or mandatory enrollment fees to resident undergraduate or graduate students. Prohibits community colleges from charging tuition to students who are residents of community college district. Appropriates moneys from General Fund to Higher Education Coordinating Commission for purpose of eliminating tuition and mandatory enrollment fees. Requires Higher Education Coordinating Commission to conduct study to determine best methods for eliminating governing board at each public university, eliminating bonding authorities of public universities and making commission responsible for direct oversight and management of each public university. Declares legislative finding that it is not in public interest of state for public universities to have independent governing boards and declares study is first step towards making commission responsible for direct oversight and management of each public university no later than 2027-2028 academic year. Declares emergency, effective July 1, 2023.
Directs Oregon Investment Council to develop, publish and implement policy to incorporate human rights analyses into investment decisions. Directs officers and employees of council and State Treasurer to consider results of human rights analyses when making investment decisions. Requires State Treasurer to publish annual list of privately placed investments and private assets held in Public Employees Retirement Fund.
