Relating to tax incentives for political contributions; prescribing an effective date.

Directs Department of Revenue to deliver vouchers to certain personal income taxpayers who fail to use income tax credit for political contribution in previous tax year. Provides for delivery of vouchers to political party, or committee thereof, candidate or political committee, for redemption by department. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

Permits patient to request medication to end patient's life in humane and dignified manner no earlier than 90 days after receiving terminal diagnosis. Creates exception to 90-day waiting period for patient with less than six months to live.

Proposing amendment to Oregon Constitution relating to initiative petitions.

Proposes amendment to Oregon Constitution to require that initiative petition proposing law or constitutional amendment with fiscal impact of $500,000 or more over 10-year period also provide new tax or fee or increase in rate of existing tax or fee to cover immediate and future costs of law or amendment. Refers proposed amendment to people for their approval or rejection at next regular general election.

Relating to bone marrow; prescribing an effective date.

Directs Department of Transportation, in conjunction with Oregon Health Authority, to provide to applicant for driver license written material regarding becoming bone marrow donor. Requires department to post signage regarding written material in all locations where driver license is issued. Takes effect on 91st day following adjournment sine die.

Relating to grants for early childhood programs; prescribing an effective date.

Establishes Early Childhood Equity Fund. Authorizes Early Learning Division to make grants from fund for purpose of supporting culturally specific early learning, early childhood and parent support programs in this state and to promote capacity of culturally specific organizations to deliver programs .
