Requires law enforcement agencies to adopt policies on responding to officer-involved domestic violence. Defines "officer-involved domestic violence." Requires Department of Public Safety Standards and Training to adopt rules related to officer-involved domestic violence. Establishes Task Force on Officer-Involved Domestic Violence. Directs task force to develop model policy on officer-involved domestic violence. Sunsets task force on December 31, 2020. Declares emergency, effective on passage.
Prohibits police officer from conducting or participating in activities intended to determine whether person has paid certain user charges, fees or tolls imposed by mass transit district.
Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities if student meets other tuition equity requirements ] and is eligible to receive state and university scholarships or other financial aid . Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid . Requires school districts to provide instruction in oral health. Takes effect July 1, 2020.
Establishes Task Force on Health Care Access to study and report on how to establish primary care trust model. Sunsets task force January 2, 2021. Takes effect on 91st day following adjournment sine die.
Provides that county, for purposes of grant-in-aid funding from Department of Corrections for community corrections, is responsible for supervision, sanctions and services for offenders convicted of certain domestic violence misdemeanors.
Requires hospitals and ambulatory surgical centers to use smoke evacuation system during surgical procedures likely to generate surgical smoke.
Requires Department of Revenue to calculate effect of laws passed during previous two years on combined personal income tax and corporate income and excise tax liability of persons who have expended $10,000 or more on lobbying activities during previous two years. Requires department to provide report to Legislative Assembly naming 10 such persons whose tax liability decreased by greatest amount. Requires certain lobbyist statements to include taxpayer identification number of person on whose behalf lobbyist was registered.
Provides that persons representing or speaking on behalf of certain taxpayers may be subject to sanction by either house of Legislative Assembly if they make false statement or misrepresentation to legislative official concerning tax liability or tax consequences of law or proposed law. Establishes defense if person corrects false statement or misrepresentation by specified time. Requires Department of Revenue to provide notice to legislative official to whom false statement or misrepresentation was made, if department is aware of false statement or misrepresentation. Limits content of notice.
