Directs Department of Transportation to work with Washington State Department of Transportation and British Columbia Ministry of Transportation and Infrastructure to develop plans to operate and fund rail transportation. Directs Department of Transportation to submit biennial report on plans to interim committees of Legislative Assembly related to transportation.

Relating to rail transportation; declaring an emergency.

Provides that any agreement related to providing ultra-high-speed ground transportation in this state must include service to Eugene. Prohibits Department of Transportation from expending in any biennium more than 50 percent, or $1 million, whichever is less, of moneys available to department for passenger rail service, on ultra-high-speed ground transportation. Declares emergency, effective on passage.

Establishes Agricultural Housing Repair Fund. Continuously appropriates money from fund to Housing and Community Services Department for grants for repair or replacement of agriculture workforce housing. ] Requires Housing and Community Services Department to provide grants for urban community housing supporting agricultural employees. Appropriates moneys to department for fund and ] grants. Sunsets fund and ] grants on January 2, 2028. Declares emergency, effective July 1, 2023.

Relating to homeownership.

Requires Housing and Community Services Department to report to Legislative Assembly on homeownership disparities by September 15 of each even-numbered year. Sunsets January 2, 2035. Requires department to identify and remove barriers to down payment assistance for individuals with individual taxpayer identification numbers and to report to Oregon Housing Stability Council. Requires department to convene and provide training programs for homeownership organizations and to evaluate and report on effectiveness of organization's programs to council. Requires department to research existing financial literacy materials and to develop new materials and financial literacy pamphlet by September 15, 2025. Requires mortgage bankers and brokers to include financial literacy pamphlet with mortgages. Becomes operative January 1, 2026. .

Relating to rented dwellings; declaring an emergency.

Requires annual registration and fee for each rental residential dwelling and vacation occupancy with Housing and Community Services Department. Authorizes penalties for noncompliance. Requires department to report on collected data. Requires fees to be used to administer collection and to provide courses for managers of rental units and vacation occupancies. Declares emergency, effective on passage.

Relating to signature collection for charitable checkoff participation; prescribing an effective date.

Allows Department of Revenue to establish electronic means for collection of elector signatures in support of inclusion of entity on schedule of income tax return for purpose of receiving contribution by means of checkoff. Applies to elector signatures collected on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to affordable housing for college students.

Relating to adults in custody.

Directs Corrections Ombudsman to support Department of Corrections' continuous quality improvement efforts, and to provide report to Governor and committees or interim committees of Legislative Assembly detailing staffing and resources needed to fulfill powers and duties of office within six months of appointment of ombudsman. Directs Department of Corrections to ensure all persons confined in department institutions have access to mental health and substance use disorder treatment. Directs department to ensure all persons confined in department institutions have access to personal electronic devices. ].
