Relating to investment funds.

Requires State Treasurer to exit from certain carbon-intensive investments, subject to fiduciary duties. Requires State Treasurer to develop plan to protect state investments from risks related to climate change. Requires State Treasurer to issue periodic reports on actual and planned progress towards completion of duties imposed under Act.

Relating to night sky protection.

Requires most outdoor lighting fixtures on public lands or constructed for projects receiving state funds to use certain shielded lighting fixtures. Requires Department of Transportation to use minimal amounts of lighting on highways. Requires state agencies to remove nonshielded outdoor lighting fixtures by January 1, 2034.

Relating to opioid overdose prevention.

Requires Oregon Health Authority to study opioid overdose prevention. Directs authority to submit findings to interim committees of Legislative Assembly related to health care not later than September 15, 2024. ] Establishes Harm Reduction Clearinghouse Project within Oregon Health Authority for purposes of purchasing in bulk harm reduction supplies for use by entities that serve populations vulnerable to overdose, infections or injuries due to opioid use and use of other controlled substances. Defines "harm reduction supplies." Exempts from definition of "drug paraphernalia" certain items designed to prevent or reduce potential harm associated with use of opioids and other controlled substances.

Relating to composition of higher education boards.

Requires governing board at each public university to include graduate student as voting member if university has more than 400 graduate students or if graduate students comprise more than 15 percent of total student body.
