Relating to dental professions.

Directs Higher Education Coordinating Commission to establish program to issue grants to community colleges to promote and increase dental assistant and dental hygienist training programs in Oregon. Directs Department of Education to establish program to issue grants to school districts or education service districts to promote and increase career and technical education related to dental health professions. Directs Oregon Health Authority to issue grants through health care provider incentive program to support and increase recruitment and retention of dental professionals. Directs authority to develop and implement education and mentoring program to promote entry into dental professions by members of federally recognized Indian tribes in Oregon. Directs State Workforce and Talent Development Board to develop educational module relating to dental assisting. ] Directs commission to develop and maintain website to provide information about dental assistant training and certification.

Relating to the Governor's emergency powers authority; prescribing an effective date.

Limits Governor's ability to exercise authority conferred on Governor during declared state of emergency to no more than 60 days' duration, unless Legislative Assembly authorizes continued state of emergency. Requires continued authorization of state of emergency by Legislative Assembly every 60 days. Takes effect on 91st day following adjournment sine die.

Relating to pharmacy benefit managers.

Prohibits pharmacy benefit manager, after adjudication of and payment on claim for reimbursement of prescription drug, from recouping reimbursement paid except as part of routine audit, or from imposing retroactive fee on basis that was not determined when claim was adjudicated.

Directs Department of Education, in collaboration with Teacher Standards and Practices Commission and Educator Advancement Council, to conduct study on recruitment, retention, mentoring and professional development of educators who serve students from student groups that may be at risk for experiencing achievement gap. Modifies personal income tax brackets. Decreases rates applicable and resulting tax imposed. Provides for adjustment of all brackets for inflation. Increases Oregon standard deduction.
