Establishes procedure for charging aggravated version of offense when defendant commits felony after receiving commutation. Directs court to calculate sentence by determining sentence for underlying crime and adding 60 months' imprisonment.

Relating to rural system development charges to support affordable multifamily housing; prescribing an effective date.

Establishes Rural System Development Charges Program within Housing and Community Services Department to pay system development charges for rural affordable multifamily housing. Establishes Rural System Development Charges Fund. Appropriates moneys from General Fund to department for purposes of program. Sunsets June 30, 2029. Takes effect on 91st day following adjournment sine die.

Relating to participation in medical procedures.

Provides protections for person who refuses to participate in procedure related to abortion or physician-assisted suicide if refusal is based on person's ethical, moral or religious convictions. Allows health care facility to refuse to perform procedure related to abortion or physician-assisted suicide. Allows person to bring action for damages and equitable relief against health care facility, health professional regulatory agency, employer or school for violation. Directs court to award attorney fees to prevailing plaintiff.

Relating to health care costs.

Excludes certain costs from consideration as total health expenditures for purposes of Health Care Cost Growth Target program. Requires preparation of fiscal impact statement for measures expected to affect ability of state or health care entities to meet health care cost growth targets and include extent to which measure is expected to impact access to health care, health equity and overall health of residents of this state.

Relating to marine reserves.

Requires State Department of Fish and Wildlife, State Fish and Wildlife Commission and Department of State Lands to implement Ocean Policy Advisory Council recommendations to develop adaptive management and social monitoring program to support marine reserves. Appropriates moneys to State Department of Fish and Wildlife to implement programs.

Relating to funding services for pregnant persons other than types of abortions on which federal moneys may not be spent; providing that this Act shall be referred to the people for their approval or rejection.

Requires Oregon Health Authority to establish grant program for purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes Pregnancy Assistance Fund and continuously appropriates moneys in fund to authority for purpose of making grants. Specifies minimum biennial amount to be deposited in fund. Specifies that authority may reimburse abortions as part of state's medical assistance program only if abortion is necessary to avoid impairment of pregnant person's major bodily functions or if pregnancy is result of rape or incest. Refers Act to people for their approval or rejection at next regular general election.
