Enacts the Audiology and Speech-Language Pathology Interstate Compact. Permits the State Board of Examiners of Speech-Language Pathology and Audiology to disclose specified information to the Audiology and Speech-Language Pathology Compact Commission. Exempts individuals practicing audiology or speech-language pathology under the compact from the requirement to obtain a license from the board. Allows the board to use moneys to meet financial obligations imposed on this state as a result of participation in the compact. Takes effect on the 91st day following adjournment sine die.

Authorizes a driver improvement course as an alternative to conviction of a traffic violation for a person 18 years of age or less whose driving record shows no prior convictions of traffic offenses. Provides exception if person has already taken a driver improvement course. Directs the Department of Transportation to establish standards for the driver improvement courses and maintain a routinely updated list of providers. Prohibits health benefit plans from requiring step therapy prior to covering a prescription drug for the treatment of metastatic cancer and associated conditions.

Provides that taxing districts within counties with high averaged annual ratios of tourists to residents may expend a certain percentage of net transient lodging taxes for essential services that benefit both residents and tourists. Takes effect on the 91st day following adjournment sine die.

Increases the Oregon standard deduction allowed for personal income taxpayers. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

Appropriates moneys to the Department of Education for distribution to the Oregon Coast Visitors Association for the purpose of promoting seafood in the public schools of this state. Appropriates moneys to the State Department of Agriculture for the purpose of implementing local food incentives and product development to provide seafood products in public schools. Declares an emergency, effective July 1, 2025.
